Project Officer Job at Amref Health Africa - 2015

Amref Health Africa would like to recruit Project Officer for Gambella Emergency Project.


PROJECT OFFICER: – ETCO/HR/015/2015


 
The job holders will be based in Gambella, and reports to Program Manager.


 
Purpose of the Job:


To provide technical expertise and support project activities and implementation of project strategy.


Key Responsibilities:


Ensure timely development of project work plan and seek timely approval. Ensure that implementation challenges are addressed; lessons are identified, documented and reported to communicable disease program managerEnsure that public health preparedness project team members develop and timely submit monthly and quarterly plan, submit implementation is monitored and quality reports submitted on regular basisEnsure implementations of the project activities are in line with the approved work plan and that the activities are implementing in quality, efficient and timely manner.Ensure the public health emergency and preparedness  project is integrated with Metrological Agency and other like minded organization (WHO, OCHA)Manage the project budget for public health emergency and preparedness by developing activity work plans and budget plans Ensure that financial utilization is in accordance with the approved budget and in compliance with Amref Health Africa.Ensure the establishment of public health emergency and preparedness coordination mechanism at worda level) and meteorological agency and other like-minded organizationCoordinate with communicable program manager and M&E officer in order to manage the project and area operations, supervise the project officer and project assistant, and coordinate activity of the project by working closely with the regional government to ensure quality to interventions and on timely completion of activities. Coordinate technical project staff; actively participate on monthly and quarterly meeting. Ensure that project teams schedules/plans are coordinated and completed timely and give support in the project target zones/woredas under my direct supervisionCoordinate and ensure that the project’s administrative processes, such as logistics, procurement, and policies are fully implemented according to Amref Health Africa procedures Serves as key liaison with in project operational woreda health offices, meteorological agency in public health emergency and preparedness contextBuild and maintain strong collaborative working relationships with woreda health office, zonal health department, regional health bureau and others relevant regional officials.Ensure visibility of the project through appropriate communicationMonitor project activities according to the annual work plan using a variety of methods; review of reports, site visits to review records and to interview stakeholder and beneficiaries Undertakes other duties as may be assigned by the supervisor



Qualifications and Competencies:


BSC/BA or Masters in the field of Epidemiology, preferred disaster prevention and preparedness and related field of studies.Minimum of 3 years experience in project and programme management.    NGO experience is an advantageDemonstrated skills in strategic thinking (forward thinking), innovative thinking, entrepreneurial skill, problem solving and decision making, communication skill, and organizing.  Strong written and oral communication skills including ability to write technical documents and give presentations to colleagues within and outside Amref Health Africa Strong interpersonal skills and experience in working effectively in an independent capacity and as a member of a team.Computer skills Ms-Word, Ms-Excel, Ms-Access, data analysis, Good in report writing and communication skill.
