The International Livestock Research Institute (ILRI) seeks to recruit an Environmental, Occupational Health and Safety Officer who will be a member of the People and Organizational Development team in Addis Ababa, Ethiopia. 


General:  The International Livestock Research Institute (ILRI) works at the crossroads of livestock and poverty, bringing high-quality livestock science, communications and capacity building to bear on poverty reduction and sustainable development. ILRI is one of 15 research centres supported by the Consultative Group on International Agricultural Research (CGIAR). ILRI has campuses in Kenya (headquarters) and Ethiopia, with other offices located in other regions of Africa (Mali, Mozambique, and Nigeria) as well as in South Asia (India, Sri Lanka), Southeast Asia (Laos, Thailand, Vietnam) and East Asia (China).  www.ilri.org. 


Job Purpose: 


To establish and maintain a viable EOHS and research compliance programs at ILRI Ethiopia by implementing procedures in line with regulatory requirements, internationally recognized best practices. To ensure ILRI Ethiopia:  Administration, research projects and hosted institutions do not create adverse impacts on the environment, health and safety of employees. Administration, research projects and hosted institutions maintain compliance to regulatory requirements in Ethiopia, international best practices and ILRI policy guidelines.


Key Duties & responsibilities: 


Pest Control: Coordinate periodic pest treatment at ILRI Ethiopia premises.


Kitchen Hygiene: Coordinate implementation of Kitchen hygiene plan to ensure compliance to food safety regulatory requirements and safety of food at ILRI Ethiopia Addis Ababa campus. 


Waste Management: Oversee implementation of ILRI Ethiopia waste management plan and Ensure compliance with current legislation in the transportation, handling and disposal of waste. 


Risk Assessment: Coordinate risk assessment for Administration departments, projects in Integrated Sciences, Biosciences and various work areas in ILRI Ethiopia and ensure that hazards are clearly and adequately identified, documented and controlled. 


First Aid Management: Coordinate communication and implementation of ILRI first aid guideline policy to all staff at ILRI Ethiopia. 


Fire Safety Management: Coordinate communication and Implementation of Fire safety guideline policy at ILRI Addis Campus. 


Incident / accident Management: Coordinate communication and implementation of ILRI accident, incident guideline policy to all staff at ILRI Ethiopia. 


Occupational Health Service: Ÿ Develop with assistance of the Designated Health Practitioner (DHP) an occupational health program for ILRI Addis Ababa and manage the program to ensure screening and monitoring of health conditions to minimize the risks associated with potential workplace hazards’


Coordinate in consultation with Compensation and Benefits units pre and post-employment medical examinationsŸ Coordinate management with involvement of P&OD of sick leave and safe return to work programsŸ Develops and presents programs promoting employee health/wellnessŸ Coordinate periodic medical examinations for all employeesŸ Prepare quarterly reports of the occupational health status of ILRI staff.

Personal Protective Equipment: Coordinate provision of information, training and instruction for employees to ensure effective selection and use of PPE. 


Emergency Response: Coordinate implementation of Institutional emergency response plan for ILRI Addis Ababa campus and ensure yearly drills. 


Liaison:Ÿ


Liaise with regulatory agencies and other external stakeholders to ensure that EOHS practices are up to date. Proactively identify emerging EOHS related issues including regulatory requirements.

Contractor’s Safety:Ÿ


Develop and review contractor management guidelines’Provide EOHS induction training to all external contractors before starting work on ILRI premises.Monitor and ensure contractor’s compliance to ILRI contractor safety guidelines.

Audits and Inspections:Ÿ


Liaise with respective managers, schedule for internal audits and monitor corrective actions on deficient findings for completion and effectiveness, providing gap closure assistance.Coordinate statutory external audits and monitor corrective actions on deficient findings for completion and effectiveness, providing gap closure assistance.

Safety Committees: Coordinate activities of ILRI Ethiopia safety committees to ensure compliance with the relevant regulatory requirements and ILRI Safety policy. 


EOHS Training: Give training and refresher training to ensure compliance and respond to current health and safety issues. 


Educational Campaign: Educates staff environmental, occupational, health and safety issues.


Research Compliance:Ÿ Coordinate implementation of Biological Materials Management procedure at ILRI Ethiopia.


Ÿ Coordinate a quarterly inventory and audit of all biological materials with the Principal InvestigatorsŸ Coordinate application of permits for Shipping of Biological Materials and research.Ÿ Manage and review program requirements associated with infectious/biohazardous material shipping requirements, serving as a technical resource, and developing training.Ÿ Ensure all research projects at ILRI Ethiopia meet research compliance policy requirements.



 QUALIFICATIONS/SKILLS AND COMPETENCE:  


Education: 


Bachelor of Science degree (MSC Preferred) in medical field (e.g Nursing, Clinical officer etc) biochemistry, industrial hygiene, environmental science, or related field required with training in Occupational Safety and Health.

Experience:       


5 years relevant work experience

Training:             


Biosafety and Biosecurity, EOHS auditing and certification training in EOHS

Skills and Knowledge:


Ability to prioritise substantial demands for protective measures and safety needs,Strong customer service orientation that establishes a good working relationship with customers, with the attitude of wanting to support people to take caution in advance.  Ability to work on own initiative and demonstrate the ability to organise own workload and set priorities,Ability to communicate effectively with colleagues, service users, staff at all levels, Commitment to high quality service and continuous improvement in health and safety, environmental wellbeing,Flexibility in demanding situations,Good communication and networking skills,Ability to work within a team or independently,Ability to work in a systematic and organized manner, with high level of accuracy and attention as necessaryAdvanced computing skills including knowledge of word-processing, spreadsheets, database management and MS-PowerPoint, etc. 

Duty Station: Addis Ababa


Grade:  3A



Terms of appointment:  This is a Nationally Recruited Staff (NRS) position, initial appointment is for three years with the possibility of renewal, contingent upon individual performance and the availability of funding. The ILRI remuneration package for nationally recruited staff in Ethiopia includes very competitive salary and benefits such as life and medical insurance, offshore pension plan, etc. The ILRI campus is set in a secure, attractive campus on the outskirts of Addis Ababa.  Dining and sports facilities are located on site.
