Sr. Program Specialist – New born and Child Health Job at Save The Children - 2015


Job Description



JOB SUMMARY


 


The Sr. Program Specialist – New born and Child Health will provide national level technical support in all newborn and child health related technical areas.  S/he will provide technical support for Government of Ethiopia’s planning and implementation of newborn and child health activities at federal level.   S/he will work under the direct supervision of the Director for MCH Directorate and the guidance of the TWGs under the child health case team.  This position is based in Addis Ababa with frequent travel to districts for supervision and coordination.


 


KEY AREAS OF ACCOUNTABILITY:


 


Technical Support:


 


·         Support/ assist the national child health case team in executing the annual plans of the ministry and come up with approaches to implement the plans


·         Develop/ revise national training materials, guidelines when necessary together with the child survival TWG


·         Provide state-of-the art technical support to MOH teams on newborn and child  health – including, essential newborn and postnatal care, management of preterm / LBW, neonatal resuscitation,prevention and management of newborn infections and other emerging intervention areas.


·         Develop training plan for RHBs and support in conducting the training


·         Closely work with and contribute on the National Child Survival technical working group and the subgroups (facility and community based working groups)


·         Create capacity within the FMOH and at all levels of the health system


·         Participate in supportive supervision and review meetings


 


Representation, networking and advocacy


 


·         Collaborate with other organizations and projects/programs working on maternal and newborn health issues to ensure synergy, sharing of technical resources, learning and mutual support


·         Participate in regular Child Survival and Newborn Health Technical Working Groups, Health Sector Review Meetings, Joint Supervisions and other national level MOH led activities relevant to newborn and child health.


·         Develop policy briefs and position papers related to the newborn and child health programme, ensuring the inclusion of technical input from the relevant technical and project managers



Job Requirements



QUALIFICATIONS AND EXPERIENCE


·         A minimum of master degree on public health or paediatrics and a degree in medical sciences


·         A minimum of 8 years’ experience in planning and implementation of child health programmes both community  & facility level (special experience on iCCM, IMNCI & CBNC) and extensive knowledge of child health issues and actors


·         Advanced understanding of newborn and child health


·         Strong understanding of the health sector development program, the health system and policy processes; strong understanding of significant players in child health field in Ethiopia.


·         Experience in developing donor relationships, working with/guiding national level technical working groups, working with government partners, with partner agencies, including local partners, and in consortia


·         Strong policy analysis and policy engagement experience. Proven representation, influencing and advocacy skills and experience.


·         Strong analytical and writing skills with demonstrated ability to write briefing papers (ability to present complex information in a succinct and compelling manner) and targeted advocacy messages.


·         Good skill in communicating, organizing group discussion, and presentation


·         Good communication and interpersonal skills and an ability to motivate staff; including influencing, negotiation and coaching skills.


·         An understanding of child rights programming.


·         Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures


·         Strong results orientation, with the ability to challenge existing mind-sets


·         Proven ability to manage a complex and demanding workload


·         Excellent spoken and written English


·         Good computer skills (particularly Excel, Word and database)
