JOB SUMMARY
The Monitoring & Evaluation (M&E) Officer will provide day-to-day management of the monitoring and evaluation activities related to ACPA’s programs in Somali region; including working with program staff, external consultants and key stakeholders. The M&E Officer will work closely with program staff based in ACPA’s offices in Somali region & Addis Ababa, Ethiopia.
JOB RESPONSIBILITIES Establish project M&E systems and plansEstablish and maintain database to track project performancesCollect ongoing project dataProduce monthly/quarterly and yearly summaries from the monitoring data for presentation to program managers, executive director and donorCarry out program evaluation & reviews and analyze dataBuild the capacity of the program team in M&E and program specific indicatorsProvide overall management for the design and implementation of the ACPA Ethiopia M&E system, working closely with other ACPA staff, consultants and partners and provide progress updates to the Executive Director, Project Managers, donors and key stakeholders.Serve as the primary point person for all monitoring and evaluation related work.Develop and refine various ACPA data collection instruments (both quantitative and qualitative), and maintain a results database to aggregate data.Manage the information-gathering process for results and performance reports, in addition to other briefings, summaries, papers, presentations, etc. for various audiences as needed.Train ACPA’s partners on the accurate use of the monitoring systems, providing ongoing coaching/support through regular site monitoring visits, and ensure quality control and problem solving as needed. Document good practices, lessons learned trends, cross-cutting policy and implementation issues, etc.Research and collect content and stories about the project’s achievements.Other tasks as assigned by the supervisor
