Job summery
The Senior Technical Advisor will primarily be responsible for leading, advising and supporting the overall planning, implementation and reporting of activities related to this project. S/he will support the HRHB Head, in this case the Principal Investigator (PI), and the Project Coordinator with regard to timely implementation and monitoring of planned project activities, proper fund utilization, reporting, and documentation of the program. The job holder will facilitate program integration and smooth transition of the program. S/he will also ensure that the regional HIV/AIDS program transition activities are implemented as per the HRHB comprehensive HIV Prevention, Care, Support, and Treatment Standard Operating Procedures (SOPs), national guidelines, and the award terms and conditions . S/he will ensure that monitoring and evaluation needs are met and results are used for continuous project activities improvement and decision making process.
Duration of employment: One year with the possibility of extension based on the availability of fund and performance of the employee.
Main duties and Responsibilities
I. Technical Leadership
· Responsible for helping the overall coordination of all HIV/AIDS activities
· Works closely with the HRHB Directorates and respective Case Teams on the project related activities and ensures program integration among other HRHB’s activities,
· Assists the HRHB in the preparation and implementation of annual plans in the area of:
§ Regional HIV/AIDS Program Activities
§ Regional Supportive Supervisions and Review Meetings
§ Regional Catchment Area Meetings
§ Health Facility HIV/AIDS program activities and regularly update the status of HIV/AIDS program implementation to respective Health Facilities’ Leadership/ Management, and personnel as appropriate.
· Assists the HRHB in
§ Reviewing the implementation status of regional HIV/AIDS Program Transition Activities and setting performance improvement plans addressing observed gaps.
§ Coordinating regional HIV/AIDS Program Transition Activities with Disease Prevention and other teams.
§ Need based revision of the existing and development of new SOPs
§ The implementation of regional HIV/AIDS Programs as per the National Guidelines, Regional SOPs and Road Map at all levels.
§ Integrating all HIV/AIDS activities into the regional annual operational plan regional and strategic plan.
· Provides technical assistance to health facilities in monitoring regional HIV/AIDS program implementation on quarterly and annual basis.
· Provides technical assistance in the implementation and monitoring of Hospital Based Clinical System Mentoring as per the regional SOP.
· Ensures the development and implementation of regional HIV/AIDS prevention, care and treatment action plans.
II. Management and Leadership
Supervise and conduct performance appraisal of HRHB-CDC-Project staffs on a regular basis. Ensures that HRHB-CDC-Project related transactions are recorded and reconciled with budget and expenditure report, accordingly. Ensures budget utilization and reporting are in line with established HRHB and CDC-Project Policies and procedures and ensure that the overall compliance of HRHB-CDC-Project Grants Rules and Regulations.
· Ensures timely and accurate financial reporting to undertake additional activities as per the request of the project director
· Shares financial report with relevant directorates and discuss performance issues.
III. Monitoring and Evaluation
Develops project annual work plans and monitor its implementation Supports the development of M&E plans and its implementation; Monitors the performance of the Project Coordinates regional level M&E activities, including standardizing and rolling out MER indicators, data collection and supportive supervision tools, and regular data quality assessments and; Compiles, reviews, and submits accurate and timely technical, programmatic and financial reports, according to CDC-Ethiopia and PGO-Atlanta reporting requirements in collaboration with M & E advisor.
IV. Knowledge, Skills and Abilities
· Strong data management and analysis skills are a must, including experience with primary collection of clinical data, design of forms and data collection instruments, data analysis and report writing
· Extensive experience with Microsoft Excel and one or more of the following statistical analysis packages (EPINFO, SPSS, and STATA) is required.
· Advanced proficiency in the use of MS Office, Email and other computer applications
· Proficiency in written and spoken English and Regional language, ability to draft letters and reports.
· Strong interpersonal skills and strategic thinking skills
· Excellent business and interpersonal communication skills with excellent team building and working experience.
· Ability to establish and maintain effective working relationships with subordinates associates, other process directors and managers and external bodies.
· Ability to perform multiple tasks simultaneously.
· Experience and understanding of GHI and PEPFAR
· Experience with donor compliance and reporting requirement
· Demonstrated and extensive program/project, people, and financial management skills
· Ability to cope with stress, patience and flexibility.
· Previous experience in proposal development for donors.
I. Qualification and Work Experience
· First degree in Medicine or Health Science plus advanced degree in Public Health or other health related field.
· Minimum of five years health facility and regional level HIV/AIDS Program Activities implementation and monitoring work experience is required, and previous NGO experience is an advantage.
· Having training on HCT, Pediatrics/Adult ART and PMTC/Option B+ is preferred.
