Organizational Setting and Reporting

This position is located in the Partnership and Technical Cooperation Office (PATCO), under the Office of the Executive Secretary (OES) of the Economic Commission for Africa (UNECA), Addis Ababa, Ethiopia. The incumbent will be under the direct supervision of the Chief of PATCO.

Responsibilities

Under the direct supervision of the Chief, Partnership and Technical Cooperation Office, the incumbent will provide technical, administrative and programmatic support to the Chief PATCO in the Management of the ECA partnership and Technical Cooperation Programme. The incumbent will also manage assigned projects and provide high level technical support for an effective delivery and satisfactory implementation, monitoring, and evaluation of multi-funded interventions fund from bilateral and multilateral sources. This will also include the analysis and review of new partnership agreements, technical cooperation programmes and projects linked to major policy and priority issues of concern to ECA in general and to African countries in particular. As specific professional skills required, the incumbent will also provide authoritative advice on technical cooperation, resource mobilization and management issues in line with the new approach to integrated budget structure and management information tools necessary for the proper discharge and monitoring of extra-budgetary resources activities.

The incumbent participates in the review and assessment of Extra-Budgetary (XB) Trust Funds project proposals, financial and substantive monitoring of the Fund and substantive monitoring of the Fund and projects financed by it, ensures the preparation of regular financial and narrative donor partners' reports, and maintaining good working relationships with all key stakeholders, including development partners and other governments, United Nations entities and implementing organizations.

1. TRUST FUNDS ADMINISTRATION AND MANAGEMENT, OVERSIGHT OF GRANTS AGREEMENTS AND REVIEW OF PROPOSALS: (i) Preparation and review of draft grants agreements for projects supported by the Trust Funds and implemented by external organizations, and preparation of allotments for these Agreement; (ii) Oversight of projects supported by the Trust Funds, including review of substantive and financial reports from grants recipients to ensure projects remain on track and funds are being used for the intended purposes, analyzing these reports and proposing action to resolve any problems; (iii) Preparation and submission of regular financial and project progress/final reports to ECA donors and partners; (iv) Implementing the Fund's Monitoring and Evaluation Framework, including substantive and financial Fund monitoring, Fund evaluations, and whenever required, carrying out field missions alone or together with key donors to the Fund for purposes including stakeholder consultations, needs assessment and project monitoring and evaluation oversight; (v) Analyzing project proposals submitted for XB financing: provide substantive assessment of the proposals received, ensure that these submissions accord with United Nations administrative, programme and financial policies, procedures, regulations and rules and with the Fund's Terms and Conditions, verify that submissions are complete, logical and achievable; (vi) Keeping track of contributions attributable to various donors to the Fund, e.g., to make determinations of key donor status; (vii) Building partnerships and maintaining regular contact and smooth working relationships, and (viii) Recommending measures to improve the XB trust funds performance. 2. Undertaking any other duties as may be assigned by Chief of the Partnership and Technical Cooperation Office.

Competencies

PROFESSIONALISM – Knowledge and understanding of theories, concepts and approaches relevant to the economic and social sector; practical experience in result-based funds and project management, good research, budgetary analysis and problem-solving skills, including ability to identify and participate in the resolution of issues/problems; familiarity with and experience in result-based monitoring and evaluation methodologies; ability to apply good judgment in the context of assignments given; ability to plan own work and manage conflicting priorities. Commitment to Continuous Learning – Willingness to keep abreast of new developments in the field.

Education

Advanced university degree (Master's degree or equivalent) in business administration, management, economics, or a related field. A first-level university degree in combination with qualifying experience in Funds and programme management may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in development, implementation and management of extra budgetary trust funds and projects/ programmes in the economic, social and related sectors is essential. Experience in logical framework development and analysis, as well as substantive and financial reporting are required. Experience in research, evaluation and economic or social policy development.

Languages

English and French are the two official languages at the United Nations. For this post, fluency in oral and written English is essential; knowledge of a second official UN language is an advantage.

Assessment Method

Shortlisted candidates will undergo a written examination test and competency based interviews.
