Technical Leader, Health Systems Strengthening, Ethiopia

Job Description


MSH is seeking candidates for a potential USAID-funded integrated reproductive, maternal, newborn and child health project in Ethiopia. The project will aim to improve interactions between families, communities and frontline health workers resulting in improved access to and availability of maternal, newborn and child health (MNCH) services. MSH’s health systems strengthening expertise will be applied at all levels of the health system and across all health systems areas to address major supply side constraints and demand side barriers to primary health care services, resulting in increased utilization of high-impact MNCH services in Ethiopia.


Note: This position is subject to project award and funding.


The Technical Leader will provide state-of-the-art technical leadership in the full range of technical areas related to strengthening health systems for the project. S/he will liaise, negotiate, and interact with key stakeholders including other donors, implementing partners, and the host country government. S/he will be responsible for designing, implementing and monitoring the progress of activities under Result 1: improved management and performance of health systems. S/he will be responsible for incorporating the health systems pillars into the project’s technical design, ie: Human Resources for Health, Supply Chain Management, Health Sector Financing Reform, Leadership, Management and Governance.


The Technical Leader works in close collaboration with the Chief of Party. S/he participates in the determination of partner scopes of work and the negotiation of performance indicators and targets to assure that expectations and required results are fully understood. The Technical Leader assists the Chief of Party with project management (including operations, human resources and finance management), monitoring project progress against benchmarks and supervising project support functions. The Technical Leader is responsible for ensuring that the project functions efficiently, directly supervising staff and providing oversight to all management issues. Additionally, she or he collaborates with the Chief of Party in assuring that all technical activities under the project are implemented in a timely and effective manner. The Technical Leader is aware of and adheres to MSH’s Procurement Integrity standards and procedures in all project management responsibilities.


Specific Responsibilities


Technical Leadership


  • Lead the development of activities that lead to increased use of quality health services within the context of strengthened primary health care systems.

  • Serve as a technical expert in the design and implementation of interventions to integrate MNCH, FP, HIV/AIDS services, and RH.

  • Conduct and/or participate in operations research to generate evidence for effective implementation of program activities.

  • Work with the respective M&E advisor to establish a functional quality M&E system that measures progress in achieving targets and results, and provides evidence for decision making

  • Manage the project technical assistance (TA) plan to avail needed technical expertise to partners.

  • Project Management
    • Lead participatory development of project plans with local counterpart partners.

    • Manage staff and consultants as appropriate.

    • Participate in the leadership of the project.

    • May serve as the Acting Chief of Party in the absence of the Chief of Party.

    Qualifications


    • Master’s Degree (equivalent) or higher in the health field and significant years of relevant experience.

    • Minimum of 10 years’ of relevant experience must be in managing health sector interventions and/or sub-sectors of interventions in the area of Health Systems Strengthening.

    • Excellent interpersonal and leadership skills and experience in managing teams.

    • Experience relevant to accomplishment of the cross-cutting objectives in the cooperative agreement, including gender, private sector capacity building, sustainability, partnerships, CLAM (Collaborative Learning and Adaptive Management).

    • Substantial experience in designing, implementing and managing large and complex health projects.

    • Substantial experience with RH/FP and MNCH projects in particular in developing countries.

    • Demonstrated capacity to liaise and negotiate/interact with key stakeholders including other donors, implementing partners and host country government on the thematic areas under this RFA.

    • Excellent writing and presentation skills in fluent English. Local language skills desirable.

    • Ability to travel, as required, to support the progress of program activities.

    • Demonstrated experience and knowledge of Ethiopia preferred.
