| Pact seeks a Monitoring and Evaluation Advisor for the proposed five-year USAID-funded Ethiopia TRANSFORM WASH project which will work with the Government of Ethiopia to increase the use of improved WASH products and services in Ethiopia. Through improved water and sanitation services and improved key hygiene behaviors, the activity seeks to ultimately reduce preventable deaths and illness due to diarrheal disease, particularly among children under 5. This position is contingent on award. | |||
| Position Purpose | |||
| The M&E Advisor will work under the direction of the COP and will be responsible for managing the knowledge base strengthening activities, including increasing the project knowledge base to bring innovations to scale. Activities will include improving current sanitation and hygiene promotion efforts in Ethiopia through targeted research into promising new approaches. The Advisor will work with the team to conduct operations research and study innovative approaches to build a rigorous evidence base for new interventions and approaches to WASH marketing. The Advisor will use evidence generated in consultation with national sector leaders to ensure that the lessons learned will influence best practices and ultimately government policy. | |||
| Key Responsibilities | |||
| The M&E Advisor will provide technical oversight for the M&E plan and learning agenda for the program. She/he is responsible for establishing and running the activity monitoring systems including data collection, analysis and reporting to support sound management of the activity interventions. S/he will develop and oversee project monitoring, evaluation, research, learning, and reporting, including appropriate indicators, tracking against targets, assessing performance, conducting surveys and assessments, documenting lessons-learned, and producing timely, accurate, and complete reports. The Monitoring, Evaluation, and Learning Advisor will effectively integrate the overall learning agenda for this Activity into the M&E plan with an emphasis on implementation research so that learning is incorporated into every aspect of WASH programming—from Activity design, to service delivery, to utilization/uptake, and adherence. S/he will develop efficient processes and systems for translating lessons-learned into practice for timely resolutions of implementation challenges and scaling-up effective WASH interventions. | |||
| Qualifications |
| · Master’s Degree in Statistics, Information Communication Technology (ICT), or related field required · Minimum of ten years of relevant experience in the sector, especially related to current Ethiopian local government context required · Proven experience in database management, M&E or evaluation required · Management of monitoring and evaluation systems for USAID-funded projects preferred · Strong English communication skills, both interpersonal and written required.
