The John Snow, Inc. (JSI) implemented USAID – supported Strengthening Ethiopia’s Urban Health Program (SEUHP) is seeking to hire a highly qualified Senior Monitoring & Evaluation and Research Advisor.
The Senior M&E and Research Advisor is a full time position based in Addis Ababa, Ethiopia with frequent local travel. The position’s responsibilities include providing oversight and leadership for program monitoring and evaluation, identifying and developing an urban health learning agenda for operations research, facilitating the formation of functional linkages with higher learning and research institutions and other government bodies, and providing guidance in training and capacity building activities.
The Senior M&E and Research Advisor reports directly to the Chief of Party.
Specific Responsibilities and Activities:
· Develop the ANNUAL Monitoring, Evaluation, Reporting and Learning (MERL) Plan for SEUHP;
· Develop and update as needed the Performance Monitoring Plan (PMP) and Environmental Mitigation and Monitoring Plan (PMMP) for SEUHP as per the SEUHP Cooperative Agreement;
· Implement the MERL plan and ensure SEUHP maintains a functional data management system to produce results to reflect on set indicators and targets;
· Provide technical leadership in Monitoring, Evaluation, Reporting and Learning implementation to the program including ensuring that program uses sound and evidence based interventions, benefits from best practices both in Ethiopia and internationally, and uses findings to inform better program implementation;
· Provide technical leadership in Monitoring, Evaluation, Reporting and Learning for SEUHP and work closely with other staff and sub-contractors in the development of program annual work plans, strategic approaches and M&E plans to integrate M&E into the daily activities of SEUHP;
· Work closely with key personnel and the SEUHP Operations Director to ensure that program achieves objectives/intermediate results according to the SEUHP Cooperative Agreement;
· Support SEUHP to meet program indicators as outlined in the performance monitoring and monitoring and evaluation plans; and take the lead in preparing the quarterly, bi-annual and annual reports to USAID and PEPFAR;
· Provide technical and targeted capacity building support in M & E and Research to the SEUHP staff, local implementing partners, FMoH, RHBs and other key partners/stakeholders;
· Represent the program as needed to partners and private organizations to ensure visibility and increase awareness and look for opportunities to share program results and learning in both local and international forum;
· Develop the standard operating procedures as needed to ensure efficient data management and data quality;
· Participate and contribute as a member of the Senior Management Team;
· Participate and contribute in USAID and PEPFAR meetings;
· Work with Ministry of Health in matters related to monitoring, evaluation, research, and health management information system including the transfer of skill by creating capacity building opportunities;
· Provide technical support to School of Public Health, Addis Ababa University in the design and implementation of operational research that informs program implementation;
· Lead the development and application of technology for monitoring purposes;
· Build technical capacity of monitoring and evaluation team;
· Carry out other duties as assigned.

Job Requirements
Advanced degree in Public Health, Statistics, Demography, or an equivalent field;
Proven experience in primary health service and community-level health interventions;
At least ten years of progressively responsible experience in each of the following areas:
o Monitoring and evaluation of health, population, nutrition and urban development programs at national and international levels;
o Qualitative and quantitative research in health and urban development;
o Data management including advanced statistical analysis;
o Advanced experience in using statistical software including but not limited to STATA and SPSS;
o Capacity building in health and urban development;
Excellent organizational, analytical, oral, and written communication skills essential.
Experience working in USAID funded bilateral health projects.
Experience in monitoring of PEPFAR funded projects.
Fluency in Amharic and English required.
