Department Overview
Pact seeks an Institutional Development Advisor for the proposed five-year USAID-funded Ethiopia TRANSFORM WASH project which will work with the Government of Ethiopia to increase the use of improved WASH products and services in Ethiopia. Through improved water and sanitation services and improved key hygiene behaviors, the activity seeks to ultimately reduce preventable deaths and illness due to diarrheal disease, particularly among children under 5. This position is contingent on award.
Position Purpose
The Institutional Development Advisor will work under the direction of the COP and will be responsible for managing the project’s governance strengthening activities.
Key Responsibilities
The Advisor will work with the Government of Ethiopia to bring all investment in WASH under one framework, and support its enabling environment with strategies, policies, and guidance documents at the national level, while also working to build the capacity of the sub-national level to operationalize these documents. The Advisor will also strengthen the financial management capacity of Government of Ethiopia entities to efficiently and effectively deliver public health results.
Job Requirements
Qualifications
· Master’s Degree in a relevant field required
· Minimum of ten years of experience in the water and sanitation sector, especially related to current Ethiopian local government context required
· Proven experience in undertaking activities aimed at capacity building of government to effectively construct, manage and maintain WASH services required
· Strong English communication skills, both interpersonal and written required
· Working experience in developing countries required; experience in Ethiopia preferred
