Department Overview
Pact seeks a Finance Officer for the proposed five-year USAID-funded Ethiopia TRANSFORM WASH project which will work with the Government of Ethiopia to increase the use of improved WASH products and services in Ethiopia. Through improved water and sanitation services and improved key hygiene behaviors, the activity seeks to ultimately reduce preventable deaths and illness due to diarrheal disease, particularly among children under 5. This position is contingent on award.
Position Purpose
The Finance Officer is responsible for maintaining financial and accounting services in order to meet acceptable accounting principles ensuring that all expenditures comply with USAID policy and regulations. He/she is responsible for preparing financial statements, financial reports and maintaining cash controls.
Key Responsibilities
The Finance Officer will work with the Chief of Party on integrated management of all project finances to ensure effective use of resources in order to achieve program objectives in compliance with donor requirements. In collaboration with the COP, the Finance Officer will design, develop and adapt policies, guidelines and criteria for the management of project finances and sub-grants in accordance with Pact standards and donor regulations. S/he will support the full cycle of grants management activities beginning from pre-award assessments, monitoring/ compliance visits and close-out procedures. S/he will provide technical assistance to staff and grantees on administrative policies and procedures for finance and grants management, including advising sub-grantees on financial accounting, reporting, procurement, and other compliance practices associated with the program. S/he will work closely with headquarters to ensure compliance and effective and proactive fiscal management.

Qualifications

·         At least a  B.A. degree in accounting, business administration, management or other relevant field of study required·         Minimum of eight  years of relevant experience required, of which at least five years must be with a non-governmental organization ·         Minimum 3 years of experience in direct supervision of professional staff ·     Knowledge of donor rules and regulations required; in depth knowledge of USAID rules and regulations strongly preferred.
