Finance Assistant II

Duty Station: Addis Ababa, Ethiopia


Title of Position: Finance Assistant II


Position Grade: G4/1 (UN salary scale for employees in Eth.)


Type of Appointment: Special Short Term, 4 months, Non-renewable


General functions: Under the general supervision of the Chief of Mission (COM), guidance of tt)e Resource Management Officer (RMO), and direct supervision of the National Finance Officer (NFO), the incumbent will be responsible for the implementation of Finance Assistant II and other accounting duties in connection with IOM activities in Ethiopia. In particular, he/she will be responsible:


1. Establish payment and receipt vouchers according to standard procedures of the Organization.


2. Process and verify invoices and documents submitted by suppliers and service providers.


3. Process payments on time, based on authorized claims or invoices in line with IOM travel regulations, and other relevant regulations and instructions. Ensure that claims, invoices and payment vouchers are complete including supporting documentation and authorizations before releasing payments.


4. Assist in Preparation of VAT reimbursement requests and follow-up with Ethiopian Revenue and Customs Authority (ERCA) for timely refund.


5. Assist in Preparation and sending of Financial Expenditure report/ Invoice to JVA and ensure that all outstanding invoices are claimed and reimbursed.


6. To post all cash and cheque payments and collections into PRISM (IOM’s SAP accounting system) and reconciling ledgers with bank transactions.


7. Assist in review of Debtors/Creditors accounts, initiate follow up messages for outstanding cases and provide timely feedback to the RMO.


8. Verification of accuracy of input data and ensuring consistency of data.


9. Maintain the filing system of all vouchers, financial, administrative and office documents including the files of IOM General Instructions, General Bulletins, Accounting Instructions, as well as for Instructions or Memoranda issued locally.


10. Provide backstopping support for the cashier when required.


11. Perform any other related task as may be assigned.


Desirable Qualifications: (Education, experience and personal qualities):


Diploma in accounting from a recognized institution. At least four years relevant experience.


Ability to prepare dear and concise reports. Proficient in computer applications. Good communication skills. Personal commitment, efficiency, flexibility, drive for results, respect for diversity and creative thinking. Ability to work effectively and harmoniously with colleagues from varied and professional backgrounds is requirement.


Languages: Thorough knowledge of English.
