ENVISION is a five-year cooperative agreement through which RTI supports and expands NTD control and elimination in priority countries and will further the development of evidence-based policies and standards globally. ENVISION focuses on five targeted NTDs, lymphatic filariasis, onchocerciasis, schistosomiasis, soil-transmitted helminthiases, and trachoma.
Position Summary:
The Technical Adviser (TA) is responsible for providing a wide range of support to the Beneshangul-Gumuz Regional Health Bureau in its implementation of NTD activities and will function as an integral member of the Beneshangul-Gumuz NTD Unit. The TA will work closely with the Beneshangul-Gumuz Regional Health Bureau to support and ensure effective management of its NTD Program, including collaboration with the FMOH, zonal and woreda-level offices, WHO-Ethiopia, donors and partners as appropriate. The TA will provide technical assistance for implementation of integrated NTD activities, including strategic program, work planning, and stakeholder coordination. The TA will support the Beneshangul-Gumuz RHB in the achievement of its goals of LF, onchocerciasis, and trachoma elimination and control of soil-transmitted helminths and schistosomiasis.
Duties and Responsibilities:
In direct support of the Beneshangul-Gumuz’s NTD control and elimination activities and the implementation of the Ethiopia FMOH NTD Master Plan 2016-2020:
Provide technical assistance and support capacity building Beneshangul-Gumuz regional NTD focal persons;Participate in the development of proposals, annual work plans, budgets, and forecasting of NTD drugs, diagnostics and supplies; Support the timely implementation, integration and smooth operation of NTD Master Plan activities, ensuring they are implemented in accordance with work plan and budget;Build partnerships for planning and resource mobilization for NTD program implementation by serving as a support liaison between the NTD Unit, program partners, and national and international donors and organizations; facilitate NTD meetings and events;Remain informed of new knowledge, information and technology relevant to NTDs as well as WHO NTD guidelines; Participate in the development and continual refinement of national NTD training materials and guidelines;Assist the Beneshangul-Gumuz integrated M&E NTD database and participate in routine data management and analysis;Support program monitoring and evaluation, disease mapping, and routine program surveys in collaboration with the Regional Health Bureau, Federal Ministry of Health and other stakeholders;Participate in the preparation and organization of regional and sub-regional training activities, and follow up assessment of trainees and facilitators to ensure quality of training and performance;Travel to key zones and districts for supportive supervision and other technical assistance;Perform other related duties as assigned.
Requirements
Master’s Degree in public health, science or other relevant discipline and at least 6 years’ experience implementing and leading technical and program activities for donor-funded health programsAt least 5 years’ experience in implementation and management of infectious disease control programs; Experience in neglected tropical diseases preferredExperience in all aspects of program management: planning, organizing, data management, program monitoring and evaluation,Ability to successfully work with FMOH and Regional Health Bureau officials, donor organizations, NGOs, and other agenciesDemonstrated experience managing and analyzing NTD data along with knowledge of reporting procedures, best practices, guidelines, and tools for M&EKnowledge of supply chain management, drug logistics and distribution issues;Strong organizational and interpersonal skills and ability to work in a team- oriented settingStrong English oral and written communication and presentation skillsAdditional fluency in languages of targeted areas for implementation will be an asset and preferredProficient in Microsoft Office (Word, Excel, PowerPoint) Willingness to travel within Beneshangul-Gumuz frequently.
