Following the USAID requests for applications from qualified and eligible organizations to manage and implement the TRANSFORM/PRIMARY HEALTH CARE UNIT (PHCU) Program, a program with the goal of supporting the Government of Ethiopia (GoE) through the implementation of its new Health Sector Transformation Plan (HSTP) to Ending Preventable Child and Maternal Deaths (EPCMD), Jhpiego Ethiopia Country Office is bidding for the United States Agency for International Development (USAID) funded, TRANSFORM/PRIMARY HEALTH CARE UNIT (PHCU) Program Award, as Leader/Prime. Jhpiego aims to lead a consortium of other notable international and local partner organizations operating in Ethiopia.


The USAID, through TRANSFORM/PHCU Program, intends to achieve the following key results over its five (5) year period: Improved performance of RHBs, zonal and woreda health offices to provide accessible, equitable, and quality care, including improved management capacity; Increased sustainable Quality Improvement/Assurance across the PHCU’s continuum of care; Increased capacity of healthcare providers to provide practical technical state-of-the-art interventions; Improved household and community practices and health seeking behaviors; and Enhanced program learning to impact EPCMD-related policy and programming.


Accordingly, Jhpiego Ethiopia seeks qualified and competent professional for Project Finance Director Position under the TRANSFORM/PHCU Program:


1.      PROJECT FINANCE Director


Grade: F/G (depending on the selected candidate’s merits)Department/Duty Station: Ethiopia Department Office, Addis Ababa             Position Reports To:  Chief of Party, having functional responsibilities for the Country Finance & Administration DirectorPosition Supervised:  Finance & Grant Managers, Officers, and others

 Summary scope of work:


The Project Finance Director is responsible for the fiscal oversight, compliance, grants and management of the TRANSFORM/PHCU Project fund for over USD 100 million. S/he is responsible for ensuring on-site financial accounting and bookkeeping system, ensuring compliance with donor, Government of Ethiopia and Jhpiego rules and regulations, and ensuring the financial integrity of all of the project financial and administrative operations. The Project Finance Director will act as the primary focal point for the TRANSFORM/PHCU project finance maintaining relationships with Associate Awardees, sub-grantees and other partners. S/he supervises the activities of the project finance team and oversees their functions. This position is contingent upon an award from USAID.


Major responsibilities:


Leadership


Manages the finance team of TRANSFORM/PHCU program adopting a team approach; this includes training, supervising, mentoring, and developing staff capacities and recognizing outstanding performance as well as areas for development;Maintain an up to date knowledge and awareness of changes to national laws/regulations and propose changes or amendments to Jhpiego policies and procedures as required; Ensure cost effective operations of the program; identify areas to reduce costs whilst maintaining quality;Sets standards to deliver efficient and transparent financial management system of the program; Advise the Chief of Party and Country Director and country management team on financial matters of the program and propose solutions to address bottlenecks;

Award and Contracts Management


Ensure all programs are compliant with the award terms and conditions and conduct regular compliance checks, and ensure same for sub-grantees and associate awardees;Resolve complex contractual issues regarding terms and conditions of contractual documents to minimize risks;Provide support in negotiating the terms and conditions of awards, contracts, grants, etc. and participate in the preparation of Sub-agreement/Technical Service Contract and Modification, if any;Analyze financial, administrative implications of contractual requirements and propose solutions to the Chief of Party and Country Director in areas that require strengthening;Follow up timely submission of financial and activity reports with the sub-grantees/sub-contractors, associate awardees;Support the development of /and or adapt existing internal procedures and processes to effectively monitor, execute and close grants in accordance with donor and Jhpiego regulations;

Budgeting


Develop annual budgets of the program, ensuring proper budgeting standards;Ensure whether program budget is tracked according to funding ceilings and ensure monthly reporting on expenditure;Alert the Chief of Party and the Country Director immediately of any variances including under or over spending and propose immediate solutions;

Financial Management & Policies and Procedures


Develop financial policies and procedures in accordance with General Accepted Accounting Principles and ensure they are complaint with Government, donor and Jhpiego regulations and ensure their effective utilization;   Ensure compliance with Government of Ethiopia fiscal rules and regulations. Ensure the financial integrity of the program activity;  Develop and implement internal control systems and conduct risk assessments (including pre-award assessments for sub-grantees and associate awardees);Support the tracking of cost share expenses as required by the award and identify other areas for program cost share;Have a sound understanding of the definitions of sponsored funds, general funds, service center and F&A rates, NICRA and how to apply the rates, and ensure understanding amongst colleagues; Perform financial forecasting and trend analysis and provide reports on same; Liaise with the Country Finance & Administration Director and HQ based Financial Administrator to review and update the monthly financial status report; Ensures reporting requirements as per JHU, Jhpiego, donor and government standards;Ensure that all procurement procedures and processes adhere to donor requirements including where required waivers and prior approval for the donor and HQ based Chief Financial Officer;Responds to and resolve audit findings;  Prepare annual reports or as required on accruals, expenditure, staffing, fixed asset as required by the donor and Government;Has in an in-depth working knowledge of new OMB Circulars and train finance and non-finance staff on the use of USG OMB circulars;Determine which clauses within the Federal Acquisitions Regulations (FAR) are applicable to each award;Fully understands JHU’s policies and procedures; understands non-negotiable items based on JHU’s policies and procedures;Perform any other task as assigned by the Country Director;



Required: Qualification & Experiences:


University degree in Accounting, Finance, Business or related field, preferably with Masters and/or CPA or equivalent level qualificationMinimum of 8 years supervisory experience in professional accounting, financial management, budgeting or auditing, preferably within an international NGO, US Government Agency Expert knowledge of professional management principles, theories practices and terminology; of the laws, regulations and procedure governing US agency financial management and contractual & procurement regulationsExpert knowledge of Government rules and regulations concerning NGO financial managementExpert working knowledge of budget and fiscal proceduresFluent in speaking/reading/writing in English and Amharic

 


Abilities/Skills:


Excellent in communication with developed interpersonal skills and the ability to work in a multi-disciplinary teamAbility to establish and maintain effective working relationships with Government offices, NGOs, US Government Agencies, donors and other valuable stakeholders and partners and to skillfully and diplomatically interact with numerous counterpartsExcellent decision-making and a results-oriented approach and problem-solving skillsDemonstrated skills in facilitation, team building and coordination and ability to get the most out of a teamAbility to work in a complex environment with multiple tasks, short deadlines and intense pressure to performAbility to work proactively and independently and organize and manage his/her own work and support others to do the sameExcellent in accountant package e.g. Quick Books, and MS Excel, Word, Outlook
