Background
Veterinaries San Frontieres Germany (VSF Germany) is a non-governmental, non-profit making international Organization, engaged in the field of veterinary relief and development work providing humanitarian aid and development assistance to pastoralists and vulnerable communities in areas where livestock is of importance. With support in animal health, agriculture, marketing, and food safety, VSFG works towards food security and strengthened livelihoods of pastoralist communities.
VSF Germany is registered and licensed in Ethiopia by charities and societies agency as a foreign charity since March 2010 and renewed its license on April 26, 2013, with License no 1662. In the Horn of Africa region, VSF Germany implements activities in Ethiopia, north Sudan, South Sudan, Kenya, and Somalia.
VSF Germany seeks to recruit qualified and well experienced Project Manager, Project Officers, WASH Officer and account assistant to implement Emergency project entitled Nutrition Sensitive livelihood intervention in Aba’ala, Erebeti and Berehale districts of Afar region. All Emergency staffs implement emergency project activities in the three districts under the leadership of project manager. The overall objective of Emergency project is to provide nutrition sensitive livelihood support that will address rising levels of malnutrition in children under five years and help protect livestock and therefore livelihoods. The project will be implemented over a period of 6 months and funded by UNOCHA-HRF. These positions are non-accompanied; field based in Erebti, Aba’ala and Berehale districts of zone two of Afar region.
1. Emergency Project Manager
Job Summary: The Emergency Project Manager will provide overall leadership and coordination for ensuring the implementation and accomplishment of the objectives of Nutrition Sensitive livelihood intervention in Aba’ala, Erebeti and Berehale districts funded by UNOCHA under his/her responsibility in line with VSF Germany vision, goals, program principles, standards, and approaches. In consultation with Country program manager and in collaboration with the project staff, he/she develops project implementation plan and budget, follows up allocated resources to accomplish the plan, manage and support project staffs and ensures that an appropriate monitoring system is in place to track progress. To promote the highest level of staff performance the Project Manager ensures technical backstopping; good working environment, coaching and mentoring project staffs. She/he establishes and maintains effective working relationships with key government partners and NGOs working in the geographic areas.
Qualifications, Experience and Skills Required
• University Degree in Social Sciences/Animal Science/, Veterinary Medicine or Development and related fields
• Postgraduate degree in development related field highly preferred
• A minimum of 5 years’ experience in Rural Development and emergency projects
• Team leadership experience preferred and proven people management skills
• Knowledge and experience of working with pastoral communities will be an added advantage
• Experience to project design, implementation, monitoring and evaluation
• Working knowledge of donor Funds Management and reporting
• Experience in the management of relief and development work
• Language proficiency in written and spoken English; and Afar language is an added value
• Computer literacy in MS-Word, Excel
• Interpersonal communication and report writing skills
• Demonstrated technical ability, sound judgment and ability to work effectively with others at all levels
• Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, particularly approach and sustainable development
• NGO experience is an asset

2. Emergency Livestock Officer
Job Summary: The purpose of the Officer’s position is to effectively implement Emergency project component activities. He/She ensures the proper implementation of Emergency project activities in the assigned districts of Afar region, in collaboration with community mobilizers and district government line office staffs. He/She is also responsible for assisting the project manager in project designing, planning, budget preparation, reporting and so on.
Qualifications, Experience and Skills Required
• University Degree in Animal Science and Production, Veterinary Medicine or development and related fields
• A minimum of 3 years working experience in NGO in the area of rural development and emergency projects in pastoral areas
• Knowledge and experience of working with pastoral communities of Afar
• Language proficiency in written and spoken English
• Computer literacy in MS-Word, Excel
• Interpersonal communication and report writing skills
• Technical knowledge in area of expertise and profession
• Excellent verbal and written communication skills
• Good in teamwork, gender equality, sensitivity to cross cutting issues (eg HIV/AIDS) and participatory approach and focus on sustainable development
• Willingness to work in remote pastoral settings with beneficiary communities
• Competencies required include, accountability, courage, building partnership, innovation, stress tolerance
• Knowledge of Afar language is Mandatory

3. WASH Officer
Job Summary: The purpose of WASH Officer position is to provide technical and professional support in the implementation of emergency project activities in general and WASH components of the project in particular. She/He will provide technical support, supervision and guidance to emergency committees, development agents, woreda water experts and community mobilizers who are going to be involved in the implementation of the project.
Qualifications, Experience and Skills Required
• At least College Diploma in water development, or bachelor degree in Water Engineering or related fields with relevant experience
• A minimum of two years post qualification experience water structure development for bachelor degree or 5 years for diploma holders
• NGO experience in the field is an asset
• Good communication skill in English and Afar language is necessary
• Extremely flexible, able to work independently and have the ability to cope with stressful situations and frustrations
• Interest in and ability to work in team
• Good organizational and interpersonal skills
• Ability and willingness to work in remote and potentially insecure environments

4. Accounts Assistant
Job Summary: The Accounts Assistant is mainly responsible for day to day management of the project financial activites, preparation of jornal vouchers, handling of project cash book, maintain all financial documents and follow up and settlement of project advances.
Qualifications, Experience and Skills Required
• At least college diploma/degree in accounting
• Two years of work for BA Degree graduates of four years of work experience for diploma, preferably in an NGO sector
• Adequate knowledge of basic accounting concepts, principles and practices
• Ability to prioritize tasks in accordance with their time sensitiveness
• Maintain confidential information
• Maintain good working relationships among colleagues, and with other staff members
• Willingness to work in remote and intense working conditions
• Proficiency in Excel applications, adequate skill in communication both written and oral
