Employee Position Summary
The main purpose of this job is to coordinate the proper implementation of IMC WASH program in West Arsi Zone, Oromiya Regional State in addressing the response for the emergency support for drought affected community at various woredas.
To oversee, lead, plan, monitor and evaluate the WASH program in the assignment Field Office. Carry out the day-to-day supervision of staff members (Sanitation and hygiene promotion Officers)
Actively work with woreda level delegated H & S promotion officers on both physical and financial planning, follow up to ensure the appropriate hygiene and sanitation activities implementation process.
Provide technical support on the design and construction of the various water, and hygiene facilities
Program Management
Ensure implementation of the Water, Sanitation and Hygiene program, including hygiene education, and sanitation infrastructure construction and training of community and volunteers WASHCO. This includes providing technical direction, developing work plans in collaboration with staff, monitoring implementation and impact, supervising staff, and managing the program budget.Ensure WASH grant has activity tracking, program budget and procurement tracking tools that enable the timely implementation follow upFollow up and supervise the day today activity of the water, sanitation and hygiene program at field level as per the activity/work/physical, procurement plan and spending/ financial planEnsure that staff are following work plans, that activities are on schedule, and that program deliverables are completed as planned.Develop monitoring systems, conduct regular monitoring of project activities and project impact, in accordance and coordination with existing IMC, Monitoring, Evaluation Accountability and Learning (MEAL) teamWork with other IMC program team, Nutrition Technical Managers to identify the technical support and improve the quality of IMC Ethiopia water, Sanitation and hygiene program and document lessons learned and best practicesPrepare weekly, monthly and detail Implementation Project action plans of project activities related to water, Sanitation and Hygiene,Liaise with other actors for appropriate response in WASH sector in close consultation with the field project manager,Ensure goods and stocks are properly recorded and distributed in accordance with funding documentation.
Administrative and Coordination
Ensure accurate and timely reporting of activities to IMC, local government (as required), and donors (monthly, quarterly and final reports)Maintain close relationship with relevant government water, and health offices, Kebele and community members.Liaise with Human Resource & Finance departments in staff recruitment; and participate in hiring of appropriate Sanitation and Hygiene staff in a timely manner;Collaborate with finance department to determine budget projections according to activity plan and monitor program budget expenditures.In consultation with the Program Manager and Program Coordinator, develop and maintain relationships with local authorities and NGO’s on site, with the objective of raising public awareness of IMC and ensuring good co-operation and partnerships.Attend all relevant external WASH related meetings relevant to the project area on behalf of IMCAssigned additional responsibilities as required
