Senior Health and Nutrition Officer ( West Arsi/Shashemen and East Shoa)


Facilitate the development / adaptation (national protocols) of nutrition education training manuals and facilitator’s guide based on existing national nutrition protocols and curricula including training follow-up.


·         Prepare detail work plan and budget plan for the nutrition program


·         Ensure that the planned activities are implemented according to the wsork plan within the planned budget with good quality as per the national and IMC standards


·         Prepare and coordinate zonal level trainings, workshops and other meetings


·         Develop the staff capacity according the gaps identified and report to his/her immediate supervisor and the deputy national nutrition program manager or national nutrition program manager when need arises for further support


·         Develop, implement and evaluate quality assurance measures and ensure appropriate follow up.


·         Serve as nutrition resource person at field sites.


·         Consult and work with the International Medical Corps professional field staff in the treatment of malnourished children and IYCF component.


·         Plan and conduct nutritional assessments following the nationally approved survey protocol.


·         Conduct critical monitoring of all aspects of the CMAM program, and identify areas of concern or problems. Submit workable solutions for any problems found.


·         Lead the development of a referral mechanism and locally feasible communication strategies for referrals between health facilities.


·         Ensure strong linkage of nutrition components with other components of the project such as livelihood, health, WASH and disaster prevention and preparedness.


·         Support the CMAM supervisors to establish reporting systems and data flow mechanisms and ensure proper functioning of the systems for regular assessment, monitoring and evaluation of the program against its objectives and expected results.


·         Represent International Medical Corps in nutrition coordination meetings at regional and zonal levels with the government bodies, international agencies, other NGOs and donors.


·         Lead and responsible for the health especially the PHEM intervention at the project sites under his/her supervision.


·         Create smooth relation and collaboration with Government stakeholder.


·         Prepare detailed implementation plan and share with all woreda base staffs


·         Ensure implementation of all health planned activities upon expected quality and schedule at all levels.


·         Organize and facilitate review meeting to review.


·         Follow up of project implementation through organizing regular update and experience sharing meeting among staffs.


·         Undertake assessment to identify gap and status of PHEM and surveillance at each woredas by engagement of Health and nutrition supervisors.


·         Provide technical support for IMC staffs and government health workers on proper implementation of the service.


·         Organize joint supportive supervision by involving the key health partners at zonal and woreda level.


·         Work in close consultation with health program manager, nutrition program manager, nutrition deputy program manager and field office manager while implementing all activities and utilization of budget.


·         Represent IMC in any PHEM meeting organized at project site.


·         Prepare and provide regular monthly progress report.

Required Skills, Knowledge & Abilities


·         Ability to cope with stress; hardship; patience and flexibility.


·         Ability to effectively work with government, community leaders, international/national organizations, donors, partners and other International Medical Corps relationships.


·         Strong communication skills, with excellent written and spoken English.  Advanced proficiency in the use of MS Office, Email and other computer applications


·         Able to establish and maintain healthy working relationships with colleagues in course of work.


·         Willingness to work additional hours in order to meet tight deadlines.


·         Ability to read, analyze and interpret data and familiarity with nutrition surveys (Coverage, standard and KAP surveys).


·         Strong organizational skills.


·         Ability and willingness to travel and work in rural areas where the project is implemented


·         Demonstrated experience and skills in ensuring community participation and gender issues in humanitarian programming

QUALIFICATIONS: (Training/education/experience/physical demands required; provide 6-8 requirements)


 


·         Masters degree in Nutrition/public health from recognized learning institution plus 4 years of  experience in related field


·         Bachelor  degree in Nutrition or related field of study with 8 years of experience in related field


·         Experience on emergency nutrition, BCC and PHEM intervention like CMAM, IYCF, major epidemic diseases surveillance and epidemic/outbreak investigation and response


·         Training on CMAM, IYCF and PHEM


·         Experience of facilitation of training review meetings and workshops


·         Experience on budget and manpower management


·         Excellent computer skills, including all Microsoft applications


·         Proficiency in written and spoken English


·         Ability to work independently and under tight deadlines.


·         Ability to develop good team spirit and support field staff


·         Knowledge of the respective site language.
