Rational: In order to contribute to the quality and effectiveness of water, sanitation and hygiene programs through technical support, IRC’s Environmental Health programs have consistently identified hygiene promotion as a priority area for improvement and the team is dedicated to respond to this need by developing and promoting context based best practices appropriate approach and communication channel for water, sanitation and hygiene promotion and recently would like to commission ate a consultant to developed a framework for behavior change communication of WASH programs at Gambella & Dollo ado refugee camps

Objectives: The overall objective of the consultancy is to develop a BCC framework for effective hygiene & sanitation promotion in the target population of Dollo Ado & Gambella refugee camps .in order to improve the WASH program implementation

Scope of the work: The consultant will be hired to develop a behavioral change communication framework for water, sanitation and hygiene promotion (WASH) program in Dollo Ado and Gambella refugee camps. The formative assessment for BCC framework development will be conducted both at Dollo Ado and Gambella refugee camps.  Therefore, the consulting firm or individuals will be expected to undertake the formative assessment and BCC framework development and train selected staff on FA & BCCs as per the given Terms of reference.

Competency and expertise requirements

The consultant who is to manage this assignment will have analytical and conceptual ability , demonstrated understanding of a formative Researcher design and methods with experience conducting qualitative and quantitative research for health or Hygiene Promotion of behavioral change communication. The consultant will have wide-ranging experience with health & hygiene promotion programs and conducting rigorous BCC framework related qualitative research assessments. The consultant should be a legally registered and whose license has been renewed for the current Ethiopian fiscal year.
