Its strategic focus is guided by four thematic programmatic namely: Child Rights, Child Protection, Education and Youth empowerment.
Plan International AU Liaison & Pan Africa Program Office in Addis Ababa, Ethiopia seeks to recruit a Grants & Finance Officer. Reporting to the Director, African Union Liaison & Pan Africa Program Office, the position holder is responsible in ensuring timely and reliable grants financial analysis that leads to effective decision making by the Pan Africa Program and the wider Plan Region of Eastern and Southern African and West Africa Regional Offices.
PURPOSE OF THIS POSITION:
Accurate Financial analysis and reporting in compliance with standard and acceptable accounting policies and procedures
- Reconcile monthly inter office records b/n various Plan offices
- Maintain the SAP system and generation of periodic financial tracking reports for decision making.
- Review exceptional reports in the SAP/PPM and communicates to the responsible budget holder/s for the necessary corrective action/s
- Timely delivery of all donor financial reports for the Pan Africa Program
- Review all partners’ reports to ensure proper funds absorption as well as monitor compliance.
- Prepare bank reconciliation statements: to ensure that there is no discrepancy b/n the bank and Plan records, and ensure that any differences are resolved accordingly.
- Process 3rd party payments.
Ensure Accurate monthly processing of the Payroll compliant to HR policies in place
- Prepare the staff monthly payroll sheet considering all legal requirements and agreements.
- Prepare quarterly severance & holiday provisions:
- Deposit staff provident funds,
Technical support on the day to day business processes to the Pan African Program Office
- Timely facilitate cash transfers to ensure smooth operations for the Pan Africa Office.
- Review and manage petty cash replenishment as per recommended standards and policies
- Coordinate the harmonization of incomes and expenditures and prepare all financial forecasts.
- Coordinate all financial audit processes
- Collect bank advices timely and submit them for recording.
- Settle Government statutory obligations as per the time schedule
- Prepare foreign currency permit letters.
- Maintain staff ledger for advances and ensure timely liquidation
Pan African office Business plan in place in order to support funding plans
- Support the Pan Africa Program annual and other budgeting processes
- Review assigned partners liquidation documents, maintain the overdue balance within the level of acceptable limit and facilitate the subsequent fund release.
Liaison officer between banks and other agencies to facilitate smooth flow of work
- Liaise between the finance department with Banks, Charities of Civil Society Agency, Inland Revenue & customs Authority for timely communication and necessary actions.
Educational Qualification and Experience
- A degree in Accounting. ACCA certification is desirable.
- Five years of relevant experience with at least one year at a supervisory position.
Knowledge
- Good working knowledge of NGO sector.
- Good knowledge of accountancy software,
- Good knowledge of accounting and experience
Skills Specific to the Post
- Knowledge of the software applicable to Plan International and other computer applications
- Good Financial Management skills
- Fluency in written and spoken English (a must)
- Good communication and report writing skills
