BACKGROUND:
The Ethiopian Agricultural Transformation Agency (ATA) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development and transformation. The Agency does this through problem-solving, project implementation and support, and coordination and capacity building of stakeholders involved in implementation.
The National Framework for Agricultural Commercialization Clusters (ACC) is being introduced in Ethiopia by the Ethiopian Agricultural Transformation Agency, the Synergos Institute, and partners at the Federal and Regional levels, and from the development and private sectors. ACCs apply a geographically-focused approach for rapidly enhancing priority agricultural commodity value chains throughout the country. The implementation of this National Framework will support agricultural sector transformation by enhancing and supporting existing structures to address systemic as well as commodity- and geography-specific bottlenecks across priority commodities value chains. This Framework builds on previous federal and regional efforts for value chain development and advocates for a more focused and market-driven solution with significant coordination between diverse public, private and development sector actors.
To support implementation of this National Framework for ACCs, Regional structures including Stage II ACC Support Teams are being established by Regional Governments with the following main responsibilities:
Coordinating planning and program management including strategic and operational planning for the cluster, supporting establishment of Value Chain Alliances, day-to-day coordination of value chain actors and financial and performance trackingIdentifying and problem-solving key challenges, including effectively escalating to Regional and Federal levels where appropriateProvide effective upward performance and financial reporting to regional and national bodies, utilizing standard tools and templatesFacilitation of private sector investments by ensuring timely and efficient investment support (e.g. registration, certification) and ongoing problem-solving support

POSITION SUMMARY:
The Logistics and Property Management Officer will operationally report to the Regional ACC Secretariat Lead and functionally to the ATA Head Office Logistics Manager. He/she will be responsible for handling administrative issues and property/asset management of the region’s office in accordance with the policies and procedures stipulated by the Ministry of Finance and Economic Development’s proclamation and directives. The Logistics and Property Management Officer will also be responsible for managing the Secretariat’s fleet of vehicles and monitoring their deployment. The selected candidate will also be expected to track and report on monthly and weekly fuel consumption/km and provide a breakdown of requests by departments.
ESSENTIAL DUTIES:
Logistics
Ensure proper safety and security of ATA vehicle/s and manage vehicles in compliance with the operational needs, required standards and procedures of the Agency Efficiently dispatch vehicle/s to the team upon request and keep track of vehicle and driver assignments Provide effective and cost-efficient resource planning and scheduling for vehicle/s as well as ensuring that technical maintenance support is carried out in accordance with standard maintenance guidelines and schedules Provides technical input into the decision making process concerning the issue of transport services according to planning capacity and availability of vehicles Facilitate transport to staff by ATA motor vehicles and/or from the outsourced rental service Manage, control and account for all fuel supplies within the regional fleet and provide fuel management support, including contingency planning, monitoring, controlling and reporting on the use of vehicle/s Ensure the regional office vehicle and driver assignments are executed in a professional manner and in accordance with ATA standard procedures Conduct annual performance appraisal of drivers Ensure Logistics manual and formats are fully in place and oversee their application Ensure weekly vehicle request plan and fuel consumption logbooks are correctly filled. Undertake daily supervision of guards and cleaners Ensure that regional office compound is safe and secure as per the organization’s standard Manage, motivate, develop and oversee the performance of regional driver/s in line with the organization’s systems, rules and regulations Ensure compliance to organizational policies and procedures, as well as various donor rules and regulation related to supply chain functions
Property Management
Receive and issue goods and/or commodities as per the ATA warehousing policy and procedures. Ensure stored items are properly accounted for, maintained and cleanliness assured Receive goods purchased, record, organize and store those materials in the appropriate place. Prepare goods receiving note for received material and store in the pre-identified appropriate place Issue goods against authorized requisitions to user team and track the process from inception to end Prepare reports for wrong delivery, damaged goods, surplus and/or shortage of material if/when necessary Arrange for quality inspection of the goods received Maintain accurate stock records (Bin Cards) of materials received, issued and in storage and maintain that the postings are up-to-date Prepare and submit the property report to the Procurement and Logistics Officer who finally reports to the Admin and Property Specialist at headquarters Take inventory of the materials periodically, annually and semi-annually and submit the report to the Logistics team at headquarters Establish or adjust work procedures to meet warehouse demands as dictated by Cluster head schedules and work flow Coordinate & monitor the property handling of furniture, other office equipment and fixed assets at the regional office Display the highest ethical and professional behavior towards the customers/clients in providing services associated with the exchange at the specific warehouse/store issuesPerform other related tasks as assigned by the immediate supervisor
