The Quality Education Strategic Support Programme (QESSP) is a four year DFID funded programme aimed at creating an enabling environment to maximise the efficiency and impact of all other programmes in the education sector through capacity building, enhancing policy dialogue and improving the evidence base on impact of education reforms. British Council is the management agent providing technical and management support to the programme.

Position Title: Director of Operations QESSP
Brief description of the role:
• Management of all aspects of financial management and control for the programme, ensuring that control checks are adhered to. Responsibility for ensuring that all internal and external programme audits achieve at least a satisfactory result. Production and maintenance of the programme Delegations of Authority, financial handbooks and accounting policies that meet both corporate requirements and practical programme considerations.
• Design and establish appropriate procurement processes in line with client and corporate requirements. Lead the sourcing process, prepare tender and contract documentation and undertake tender briefings and negotiations with suppliers and consultants.
• Support the Team Leader with the management of the invoicing and financial reporting process Develop, update and implement programme-wide administrative systems to corporate and programme standards, that increase the effectiveness and efficiency of the QESSP operation
• Working with the programms team, lead on the design and implementation of a fund management process, including methodology, time frame and funding cycle, criteria, application procedures and guidelines, evaluation systems and procedures and management procedures.
• Human resource management and business continuity
Required qualifications and experience:
• First degree or equivalent. Professional accountancy qualification
• Experience of designing, implementing and managing financial and procurement management systems and controls
• Minimum of 5 years senior level experience in developing countries
• Experience of the financial management of contracts for programmes of more than £2m a year
• Experience of working in a donor funded education programme
