We are currently seeking a consultant firm to conduct midterm evaluation Mideterm Evaluation on Status of SAFE/Trachoma WASH Project, South Omo Zone, SNNPR
General Objective
To assess the extent to which the project has brought about the intended changes for F and E components in intervention kebeles and to capture required representative baseline data for the two project districts which will be used as a benchmark for measuring results.
More specifically, the evaluation will focus on addressing the following core areas:
· Revisit the four rapid assessment kebeles and gather data on indicators previously included in the rapid assessment and assess project progress against them since Jan 2014.
· Assess communities’ access and utilization of safe and adequate water supply in targeted kebeles.
· To assess basic latrine coverage and hygienic upkeep at household and primary schools level in targeted kebeles
· To assess improved latrine access, coverage and utilization at primary schools which have benefited from project construction activities and hygiene promotion
The potential consultancy firm is required to meet the following minimum requirements in order to qualify for the submission of proposal.
§ Previous experience in similar tasks or consultancy. In particular, the applicant must have experience in conducting end term evaluation of project , monitoring and evaluation and performing impact data collection methods associated with either WASH or related projects preferably in Addis Ababa or urban setting.
§ Knowledge of the project area will be considered as a plus.
§ Ability to effectively coordinate with government, NGO, and local stakeholders’ essential, an understanding of sectors coordination mechanisms an asset.
§ Analytical and conceptual ability, demonstrated understanding of survey design and social research methods to understand hygiene and sanitation behavior change.
§ Demonstrated understanding of project monitoring
§ The consultancy firm should be a registered firm and whose license has been re-registered and renewed for the current Ethiopian fiscal year.
