Work Site Monitor 6 (Six)


Job Description


LonAdd HR Consultancy Plc (www.lonadd.com), Recruitment & Outsourcing Company will be working on behalf of a client in the recruitment process of suitable & knowledgeable candidate, as per our clients specific requirements stated below:


Position: Work Site Monitor


Number required: 6 (Six)


Location: Semera and Addis Ababa, in the Ministry Of Water Irrigation and Electricity with


frequent field trips to Afar, and Oromia, regions.


 Job Summary


Based on the request of the ministry of water irrigation and electricity and Afar RWB, supporting rehabilitation of boreholes, and expansion of existing water supply system in Afar and Oromia regions. Hydro drilling and construction and other private contracts are providing services Afar and Oromia regions on top of existing service rig in Afar.


Therefore, this is to hire three independent site supervisor and three technical assistance for Afar regional water bureau for the rehabilitation of boreholes Afar and Oromia regions and provide technical assistance for Afar Regional Water bureau in preparing designs, bill of quantities and monitoring all works being conducted by private companies.


 


Specific Tasks


The post holder is responsible for supervision of the borehole rehabilitation rehabilitations and expansion of existing water supply facilities in Afar, and Oromia regions and provide support to the ministry on drilling and borehole rehabilitation related activities: –


  • Work with bureau of water in Afar, and Oromia regions to identify boreholes which require rehabilitation and can easily be recovered.

  • Conduct field trips to the selected sites for expansion to multi-villages and come up with detail information including drawings and bill of quantities.

  • Based on the rehabilitation and expansion plans of boreholes and existing water supply facilities, prepare a work order, tender documents and bill of quantity bases on the existing agreed rates for the rehabilitation works.

  • Supervise the rehabilitation and expansion activities and provide necessary technical (geological, hydro-geological and other civil related issues) guidance to successfully complete the expansion and rehabilitation work and complete the take-off sheet and approve payment certificates for payments.

  • Support the Afar RWB and MoWIE on issues related with of drilling of new and rehabilitation of existing boreholes and expansion of existing water supply facilities as per the request from the WASH Sector partners and woreda water offices.

  • Collect and prepare payment certificate for all works executed by the contractor in Afar and Oromia for payment after completion as per the agreed deliverables.

  • Prepare a monthly report detailing number of boreholes completed, status of the multi-village water supply construction and technical issues encountered and follow up the implementations statuses.

  • Support any other proirities as instructed by the Afar RWB and MoWIE related with WASH emergency responses.

Methodology


  • Use national preparedness plan and action plan to guide implementation of activities

  • Use MoWIE response plan for the emergency

  • Conducted detail field trips to woredas and regions to priorities boreholes

Reporting

Expected Background and Minimum Experience


 


  • Has advanced university degree in civil engineering, hydroulics, hydrogeology /water resources or related field.

  • Over 5 years of experience in planning, implementation, monitoring and evaluation of groundwater development projects.

  • At least 4 years of field experience in supervising water well drilling and construction related activities .

  • Have the capacity to put together a professional knowledge and experience to carry out rehabilitation of borholes i.e cleaning, development, pump testing and on-spot water supply .

  • Fluency in English and skill of writing very good reports in English; a good command of Amharic language is required.

  • Good communication, advocacy and people’s skills. Ability to communicate with various stakeholders. Ability to express concisely and clearly ideas and concepts in written and oral form.

  • Very good working knowledge in computer, data analysis and reporting.

  • Knowledgeable on institutional issues national and regional partnerships;

General Conditions:


 


  • The consultant will not be provided lodging and/or meals.

  • The consultant will work in the MoWIE.

  • The consultant will come up with his own computer – computer will not provide

  • The consultant will be paid monthly upon completion of deliverables as indicated on this TOR on monthly basis.
