Deputy Field Coordinator Job at Medecins Sans Frontieres Spain - 2015

MAIN OBJECTIVE OF THE POSITION

§  Provides overall support to the Field Coordinator in project planning and management, security management and external representation, and assumes other delegated tasks and responsibilities.


§  Assumes the Field Coordinator position in case of absence of the Field Coordinator.


§  Provides support to other MSF projects, in times of need, in consultation with the Field Coordinator, Deputy Head of Mission and Head of Mission.


RESPONSIBILITIES AND FUNCTIONS


Representation, Communication, Positioning


•           Represents MSF OCBA at field level and at regional level in Jigjiga (partners, local authorities, civil and military authorities, other NGOs, civil society, UN agencies, donors, other MSF Sections) in agreement and collaboration with the Field Coordinator.


•           Contributes to preserving identity and principles of MSF through discussions, contributions and reflections on issues related to the values of the organization.


Project Management


•           Supports the Field Coordinator in conducting needs assessments, project design, proposal preparation and project inception for new projects/sub-projects. 


•           Assesses in collaboration with the Field Coordinator the progress of the project and sub-project/s, and proposes reorientation strategies if necessary.


•           Contributes to the planning of human and material resources needs, together with the Field Coordinator and field team to ensure the correct implementation of activities in project.


•           Participates in project monitoring and evaluation activities, including monitoring of mobile clinics and sub-projects.


•           Contributes to annual strategy planning and related reviews.


Emergency Response


•           Contributes with the Field Coordinator to the definition and implementation of strategic response to emergencies.


•           Participates in exploratory visits in or outside MSF area of work and prepares intervention plan in collaboration with the Field Coordinator.


Security management


•           Supports the Field Coordinator in monitoring the security situation in the project area.


•           Contributes to context and risk analysis; supports security management.


•           Manages timely approval of all clearances by relevant authorities.


Human Resources Management


•        Contributes to the supervision of staff management in the project, according to OCBA


          HR vision, policies and values.


•        Contributes to the definition of the HR needs in the mission, the optimum formation of


          team, organization and decision-making channels (organizational chart). 


•           Participates in the induction of the new staff (international and national staff), ensuring all are properly briefed on HR, admin, finance, logistics and security.


•        Supports management of complaints and disciplinary measurements in the project.


•        Promotes communication and active participation of all project staff in the development of project as well as in MSF values and philosophy.


·                Promotes MSF values and principles, and the Association among the national staff.


Reporting and information management


•           Supports the Field Coordinator in preparation of project reports (internal and external reports) as per Operational Manual.


•        Drafts agreements, MoUs, protocols, briefing papers in collaboration with the Field Coordinator.


•        Maintains systematic filing and update of project documents.
