Project Logistics Officer Job at Dan Church Aid - 2015


Dan Church Aid (DCA) is a legally registered international NGO (Charities and Societies Agency Certificate # 1083) engaged in development and humanitarian assistance to poor rural people in Ethiopia in partnership with Ethiopian NGOs and civil society organizations.
DanChurchAid in collaboration with Norwegian Church Aid (NCA) and DASSC will be implementing a European Commission’s Humanitarian Aid and Civil Protection department (ECHO) funded sanitation and hygiene awareness project for 12 months in the new refugee camp in Gambella for South Sudanese. DCA is looking for experienced Logistician to be based in Gambella.


Project Logistics Officer. He/she will report to the NCA WASH manager and DCA PROLOG Officer based in Addis. Tasks and duties include:


Procurement
       Ensure compliance and timely processing of all procurement procedures.
    Maintain proper documentation of procurement/logistics and other financial documents.
     Lead the procurement process at field level when required in collaboration with the WASH Manager, technical team and DCA (PROLOG AND FINANCE in Addis).
   Lead and advice the field level Procurement Committee and liaise with procurement related issues with the DCA Addis Regional office.
      Follow and expedite the delivery of good procured from Addis and Gambella.

Warehouse management
      Oversee the warehouse in the operational area in close coordination with the field team.
     Supervise stock management and ensures compliance in the processing of stock keeping documentation: stock cards, goods received notes, store release forms.
     Transmit the release-from-stock form to the store keeper
     Produces monthly stock consumption reports for each item.
     Manage the Field base vehicles and equipment
    Ensure follow-up of the fleet (repairs, maintenance, fuel consumption)  of project vehicles / rental vehicles    
     Prepare the vehicles movement plan;
     Be in charge of the drivers
     Ensure that the equipment is used properly.


Manage the restoration and maintenance:
Ensure that the structures necessary for the base to function are restored and maintained: offices, programmes, premises, and warehouse and project guest house.


Supervision of casual workers/drivers/storekeeper
      Provide casual workers on request of supervisor in a cost effective manner and ensure all supporting documentation is in place. Produces a monthly report on casual labour costs
      Draw up a work plan and delegate the activities and check that they are properly executed
      Organize training sessions and provide technical support to the team and capacity building
      Carry out appraisal interviews


Participate in the security management of the base
      Participate in collecting information and participating in security meetings
      Make sure that the security rules are respected
    Prepare a regular security update and work in close collaboration with UN Agencies.



Terms of Employment:  One year
Duty Station:  Gambella, with limited travel to Addis.
Salary: Attractive salary with benefit packages and negotiable based on level/relevance of education, experience and within the framework of DCA Ethiopia salary scale.
Hardship Allowance: 30%

Qualifications:-
The candidate should have the following qualifications:-
     BA graduate in  Procurement and Supply Management  or Logistics Management, Accounting or related discipline from a recognised University
     Be proficient in basic computer skills including MS Word, Excel & PowerPoint.
Written and spoken English is a must.
   Have a minimum of 5 year experience in either of the key areas of store management, Procurement and Fleet/Logistics Management
     5-7 years relevant field experience ,  NGO experience is advantageous
     Have a prior Knowledge of refugee experience (logistics) is an advantageous.
   Must have practical experience in implementation of donor based project preferably projects funded by ECHO, EU and USAID, DFID funded Projects.  
     Must be able to communicate clearly in both written and spoken English.
     Should be self-motivated, able to work under minimum supervision as well as be a team player.
     Training in areas of procurement/Logistics, supply chain management and finance is an added advantage.
     Possession of grade 2 driving licence will be an added advantage.
