Context
The project is being implemented in Ethiopia, country placed in the heart of the horn of Africa surrounded by Kenya, Somalia, Sudan, Djibouti and Eritrea covering an area of 1.133.380 km². It is the second country most populated of Africa, after Nigeria, with 91,73 million inhabitants in 2012 (data from Unicef), with a life expectancy of 62,97 years in 2010 (data from Unicef) and a high fecundity rate ( 4,6 children per woman in 2012, data from Unicef). The demography increase of 2,3% per year. The population is young and rural in its great majority.
The Region of Tigray
The project is located in the region of Tigray, placed in the North part of the country bordering Eritrea in the north, Sudan in the West, and the region Afar and Amara of Ethiopia in the west and in the South respectively.
Tigray Region has a surface of 53,623 km² and the altitude changes between 3,900 meters in the highest mountains of the eastern zone to almost 500m below the sea level in the area of the west. Consequently, the temperature in the region presents big oscillations according to the area. Also, the rainfall also changes from 300mm to 1,000mm, and there are frequent and severe droughts. The region of the Tigray is divided into 6 administrative areas that constitute 34 districts or rural woredas and 12 urban ones. The entire population of the region in the year 2007 was 4 565 000 peoplein July 2008 of whom 82, 8% is rural and 17, 2% urban population in 2012 (data from Unicef). Tigray is the fourth most populated region of Ethiopia.
Zone: In Tigray Region, the project is implemented in three Woredas, at the East and Northwest Zones of Tigray.

Woreda Saesi Tsaeda emba is one of the target areas of the project, five Tabias are targeted by this project: Hawile, Raale, Hadish-adi, Beleso and Hangoda.Woreda of Kilte awelalo five Tabias are targeted by the project: Awaleo, Hadnet, Debrebrhan, Kihen and Tsegereda.In the North-West of Tigray:

Approximately 14,656 HH living in rural inhabitants of the targeted Tabais in the three Target Weredas.
Indirect beneficiaries.
93,722 people approximately. This figure includes the impact of the action on schools, health centers, villages close to target population and local authorities.

The terminal external evaluation will take place in October 2014. The evaluation must finish, including the handing in of the final report, in a time lapse of max 30 days after the starting date.
