RECRUITMENT OF Emergency Surge Support, Health in Somali Region

The United Nations Children’s Fund Ethiopia Country Office based in Jijiga & Gode, seeks qualified, experienced person in the area of costing policy documents.
PURPOSE OF THE TECHNICAL ASSISSTANCE
The consultant is expected to extend the capacity of the field office to ensure timely and effective response to the growing drought emergency within the longer-term needs of the region.
MAJOR DUTIES AND RESPONSIBILITIES INCLUDE:
• Systematically monitor the evolving health situation through available (and improved) MHNT reports, HIS, and emergency health interventions. Highlight evolving trends/risks within UNICEF and SRHB for rapid analysis and action.
• Contribute to the overall planning and implementation of health-related responses including MHNTs, measles/OPV campaigns, and response tc other outbreaks (AWD) that may occur by engaging with SRHB, UNICEF offices, and health partners.
• Measles campaign
• OPV 2 round campaign
• Assess collaboratively and provide specific recommendations for transitioning MHNTs, in part, into the broader health system and long-term programme including:
• Review of total deployment / costs compared to partner MNHTs
• Review of supply consumption against morbidity (cases) managed
• Contribution of supervision structure to maintaining quality of MHNT performance
• Ability of MHNTs to build capacity of existing health posts to function independently
• Ability of SRHB to absorb all/some of future MHNT costs
Under the overall direction of the head of office and in collaboration w existing health specialists;
• Participate in regular H&N partner coordination meetings
• Pro-active dialogue with health partners on level and nature of contribution to emergency response
• Contribute to micro-planning and close monitoring of vaccination campaigns (measles, OPV)
• Conduct field visits to review implementation, challenges in campaigns, observe MHNT practices
• Participate in quarterly MHNT review to share and compile recommendations
EXPECTED DELIVERABLES
• Monthly report on key tasks, actions
• Daily, weekly updates on implementation of measles, OPV campaigns
• Well as on disease outbreaks as they arise.
• Summary of recommendations for transitioning MHNT
• End of mission report
MINIMUM REQUIREMENTS
• Qualifications: Academic qualifications: Degree in medicine or health sciences, additional degree in public health preferred.
• Work experience: At least 6 years’ experience in implementing emergency public health response in complex environments, preferably in Africa. Additional experience in health systems highly desirable.
• Language skills: Fluent in written and spoken English, Somali/Amharic a plus
• Experience working in the capacity as government technical assistance as well as applied NGO experience highly desirable
• Excellent ‘people’ skills for developing consensus, negotiating for rap response. Good analytical skills for accurately compiling and analyzing complex data from different sources.
• Strong skills in excel (data analysis) word Microsoft Office software
