Job Description
PATH is an international, nonprofit organization that creates sustainable, culturally relevant solutions, enabling communities worldwide to break longstanding cycles of poor health. PATH's mission is to improve the health of people around the world by advancing technologies, strengthening systems, and encouraging healthy behaviors.
The Deputy Chief of Party-Grants & Operations?will work with the in-country team of The Strengthening Communities' Responses to HIV/AIDS (SCRHA)?project, which is a three-year contract funded by USAID, with two one-year option periods.? PATH is the prime contractor, and it is joined by four international partners and several local partners.? The goal of the project is to strengthen the capacity of Civil Society Organizations to improve access and quality of HIV care and support services, including counseling and testing and treatment adherence activities within communities, so that health outcomes for HIV positive Ethiopians and their dependents are improved.
The Deputy Chief of Party-Grants & Operations will manage the financial operations and administrtaive?management for this project.? S/he leads the administrative and grants?staff and contributes to the smooth functioning of the project. S/he is responsible for advising and supporting the project concerning overall accounting and financial matters, including managing and implementing financial, budgeting, and accounting matters to ensure all expenditures are compliant with project, USAID and PATH requirements. This position serves as the primary?information source for?financial, administrative, and agreement compliance matters as they relate to PATH and USAID.? Specific responsibilities include:
Operations Management:
* Serve as a member of the project's core management team consisting of Chief of Party and Technical Director. Also serve as member of PATH Ethiopia's Senior Management Committee (SMC).
* Design and implement systems and procedures that meet PATH standards to ensure effective internal controls and minimize risks, while also adapting to handle specific project constraints and conditions.
* Ensure that the SCRHA project complies with policies, systems and procedures consistent with relevant country laws and regulations related to finance and administration.
* Supervise staff in strengthening the financial, grants management, and administrative systems of the project, monitor internal controls, and implement improvements to the systems as necessary.
* Assist the Chief of Party in the maintenance of effective linkages between technical, programmatic and financial functions.
* In the absence of the Chief of Party, serve as acting in-charge.?

Sub-Award Management:
* Administer a full range of grants management activities, including solicitation processes, award, and monitoring of sub-agreements in keeping with USAID regulations, policies, and procedures, using PATH systems and processes.?
* Lead pre-award activities and subcontract management, including capacity assessments, budget and cost analysis, subgrant and subcontract negotiations, award and modifications.
* Provide guidance and training to grantees on compliance with USAID policies and regulations, financial management, audit and closeout in coordination with the Chief of Party.
* Manage subawards with grant specialists, ensuring that deliverables are met in satisfactory condition and that programmatic and financial reports are reviewed to ascertain accuracy and allowability of costs charged to the project.
* Oversee maintenance of the grants management filing system for all grants agreements, modifications and financial reports.
* Regularly audit sub grant organizations' financial reports for accuracy, accountability and compliance with USAID (or other donor) requirements, in accordance with own established procedures.
* Compile regular status, progress and final reports on the sub grant financial management in accordance with USAID (or other donor) reporting requirements.

? ????????????? Financial Management:

* Design, develop and maintain financial monitoring systems which will provide timely and periodic reports to SCRHA project staff and which will be able to identify problems that sub grantees are encountering in managing the financial and contractual aspects of their work.
* Review, monitor and interpret project budgets vs. actual expenditures. and provides the senior management team with up-to-date information and pipeline projections that may be needed by the country representative and/or donors.
* Prepare budgets for cost extensions and program revisions with the objective of full cost recovery and realistic cost projections.
* Oversee the management of cash receipts and disbursements transactions such as but not limited to? advances, procurement, travel, grants and subcontract transactions, to ensure adequacy of supporting documentation and appropriate cost accounting allocations.
* Prepare quarterly cash requirement request for running the SCRHA project and ensures that monthly reports are sent to PATH headquarters on time. ?
* Manage SCRHA purchase orders to ensure adequate budget provision and proper budget allocation.
* Ensure that the project's asset inventory is kept up to date and that assets are disposed of in an approved manner with the consent of the donor agency and under the regulations of PATH
* Monitor and report issues with obligation, expenditures, fraud or corruption, or project financial mismanagement on the part of office staff or sub-grantees.

???????????????Limitations of Authority:
?
* Has the authority and responsibility to ensure all applicable filings and payments are made as appropriate.?
* Does NOT authorize payments, but rather controls disbursement of properly authorized transactions.
* Has the authority to disallow costs, but advises the Chief of Party and Country Director and obtains their concurrence.
Required Skills
* Financial and administrative skills, including mastery of relevant software.
* Expertise in the financial, regulatory, and granting?aspects of USAID.
* Excellent oral, written, and presentation skills in English.
* Ability to multi-task and to delegate, as appropriate.
* Strong interpersonal communication skills.
* Ability to work effectively with project technical team on project finance and administration issues and tasks.
Required Experience
BA in Accounting, business administration, social sciences or a related field required, and at least?ten years of experience serving in senior financial management positions in donor-funded projects preferred.? USAID grants and contracting experience as well as training experience with civil society organizations and community-based organizations required.? A Masters' degree in Business Administration would be preferred.
