Job Description

The Strengthening Communities' Responses to HIV and AIDS project is a three-year contract funded by USAID, with two one-year option periods.? The goal of the project is to strengthen the organizational development and human capacity of civil society organizations (CSOs) so they are better able to reach people across Ethiopia with quality interventions that reduce the impact of HIV and AIDS. Coordinating its work with regional and federal offices of the Ministry of Health and the HIV and AIDS Prevention and Control agency, this project makes grants to CSOs across the country.

The Community TB Specialist contributes to the development, implementation, and evaluation of the project's TB and TB/HIV work in Ethiopia. The Specialist will provide technical support in TB and TB/HIV to the project and provide training and capacity building to providers in community TB screening, case referrals, treatment adherence support, case management and monitoring and evaluation.? S/he will:

* Contribute to the development, implementation, and evaluation of the project's community TB strategy.
* Provide direct technical support to country, district, and provincial-level TB and TB/HIV programs.
* Coordinate with technical partners at the national and local levels.
* Contribute to identification, development, implementation and coordination of activities to build district-level human resource capacity, strengthening referral networks, increasing information flow between providers, community and patients; and assessing and responding to barriers of testing, treatments and successful management of TB and TB/HIV.
* Monitor quality of TB and TB/HIV activities within the project.
* Develop and guide the use of appropriate monitoring and evaluation tools to track and monitor community TB related activities
* Lead the development of community TB related training materials, implementation manuals, guides, etc.
* Build the capacity of national and local partner's staff and government TB focal persons on TB and TB/HIV screening, case referrals, treatment adherence support, case management and monitoring and evaluation of health systems and leverage current social mobilization efforts to stimulate treatment-seeking behaviors.
* Provide strategic technical oversight to ensure that program activities are carried out within budget and timeframe specified and that all activities are aligned with PATH expectations re quality.
* Model effective leadership, including the principles of effective collaborative partnerships.
* Represent PATH with technical partners, at technical meetings, and with donors..
In addition to the technical responsibilities above, s/he shall contribute to the smooth functioning of the project in the following ways:
* Provide linkages to other PEPFAR contractors in the staff member's technical area.
* Analyze the needs of the public sector and recommend solutions.? Design interventions, as appropriate.
* Contribute to strengthening the capacity of CSOs.
* Contribute actively to the all activities related to the production of high quality quarterly progress and semi-annual performance reports for the project and actively assist in the collection, reliability, validity and use of all project data.
* Stay abreast of developments in technical areas through reading of published papers, GOE documents and those of other PEPFAR contractors.?
Required Skills

- MD or Bsc in Public Health with at least 4 years of experience in TB, TB/HIV and TB-DOTS.
- Fluency in English and Amharic is required
Required Experience
