Options Consultancy Services seeks candidates for a DFID-funded project in Ethiopia that aims to increase resource mobilisation for health through innovative domestic financing and promote financial risk protection for households through insurance and other risk pooling mechanisms.
Job profile
Communications Expert: Under leadership from the Health Transformation Lead, the Communications Expert will provide strategic leadership of internal and external communication around the Health Transformation Agenda. The Communications Expert will work closely with the M&E expert to create evidence products, targeting it to audiences at different levels to support the use of evidence based decision-making. The Expert will also work with the Ministerial Transformation Unit (MiTU) to develop and oversee communications around the Health Transformation agenda and transfer skills on communication and data packaging. The Communication Expert will also work closely with the Deliver Expert / Practice Leader to support communications on role models and champions in accelerating the Health Transformation Agenda. Under guidance from the Knowledge Management and Communications Expert, the Communications Expert will support alignment of the communication strategy around the Health Transformation Agenda to that of the programme and coordinate with the Communications Leads at the Ethiopian Health Insurance Agency and the Federal Ministry of Health Communications and Public Relations Department. The Expert will also help oversee planning, scheduling, logistics and execution of communications events, such as, technical conferences, speeches, and briefings.
Responsibilities
The project will provide technical assistance to the Federal Ministry of Health (FMOH) to:
- Implement the Health Sector Transformation Plan
- Ensure safety and quality of health products and services
- Implement Ethiopia’s National Health Financing Strategy, including improving domestic financing for health
- Refine and scale up community-based and social health insurance schemes.

- In addition to the specific requirements of each position, understanding of DFID administrative procedures and requirements is highly desirable, and applicants should have a willingness and ability to travel and/or potentially be based outside of Addis Ababa. All positions are contingent upon award of a contract.
Person specification
- Master’s degree in relevant field (journalism, public relations, marketing) or equivalent professional experience
- Five years of work experience ideally in the health sector
- At least 1-2 years of experience in international development projects
