Context
Under the overall supervision of the Migration Management Unit (MMU) Programme Coordinator and the direct supervision of the IOM Transit Centre (TC) Manager, and in close coordination with the Ministry of Women and Children Affairs (MoWCA), Addis Ababa Bureau of Women and Children (BoWCA) and UNICEF, the incumbent will carry out the following responsibilities:
Recruitment (special provisions)
· IOM will recruit the Child Protection Manager based on the workplan agreed with UNICEF and annexed to the Letter of Agreement;
· These TOR were jointly developed and agreed by UNICEF and IOM.
Core Functions / Responsibilities:
Coordinate the daily provision of child protection services in line with child protection standards
Support the implementation of protective measures and ensure the wellbeing of IOM/UNICEF-assisted children including:
§ Provide orientation and continuous one-on-one support and guidance to Unaccompanied Migrant Children (UMC) returnees, as needed;
§ Assist the TC Manager in assigning rooms and distribution NFIs based on individual needs;
§ Ensure children are engaged in the proposed activities;
§ Coordinate case management through the development of a structured schedule for Addis Ababa BOWCA’s social workers;
§ Support the coordination and initiation of family tracing and reunification of UMC returnees with MOWCA and UNICEF;
§ Assist TC Manager in coordinating referrals to external service providers;
§ Coordinate the provision of psychosocial support with Addis Ababa BOWCA social workers;
§ Complementary to psychosocial support, develop and facilitate adapted recreational activities for UMC returnees;
§ Facilitate communication of UMC returnees with their families, in collaboration with ICRC;
§ Support the management of the IOM AVRR database: organize and keep case management files;
§ Share information as per the IOM Data Protection Principles and based on the internal TC SOPs on information sharing.
Child protection capacity building
§ Coordinate the development, implementation and institutionalization of child protection SOPs for the TC as well as a code of conduct for staff working in contact with child beneficiaries. These documents are to be incorporated in the GOE/IOM/UNICEF SOPs on the safe return of UMC from third countries;
§ Conduct periodic child protection risk assessment in order to inform/adapt the TC child protection programme;
§ Conduct staff capacity gap assessment for Addis Ababa BOWCA social workers and design staff capacity building plan for all staff involved in direct assistance to UMC returnees. This plan should also provide recommendations to BOWCA’s social work lead coordinator on developing social workers’ knowledge and skills in child protection;
§ Develop standard orientation packages for UMC returnees;
§ Organize capacity building trainings of both IOM and BOWCA staff based on the assessed gaps and on-the-job mentoring findings;
§ Perform any other duties as may be assigned in relation with the mandate.
Specific reporting provisions
§ The Child Protection Manager will provide progress-to-date/updates on a monthly basis in joint meetings with IOM and UNICEF;
IOM, UNICEF and MoWCA will provide additional technical guidance as agreed in joint monthly meetings.
Education
- University Degree in Social Science or Social Work; relevant academic background will be considered an asset;
- Advanced University Degree in other social sciences will be an asset.
Experience
- A minimum of five years of progressively responsible professional experience in child protection including at last two years in temporary shelter management;
- Experience in alternative care, family tracing and reunification, assistance of unaccompanied migrant children, familiarity with child psychosocial distress and support, organization of recreational activities, code of conduct on working with children and capacity building are considered as assets;
- Experience managing staff in children’s homes and temporary shelters will be considered an asset;
- Excellent skills and ethics while working with vulnerable children;
- Experience in supervising and mentoring other staff.
Languages
Thorough knowledge of English and Amharic and Knowledge of any specific area local languages in the region has an advantage.
