Mission 1 : Develop a Monitoring and Evaluation (M&E) system for the mission

The M&E officer is responsible for :

Develop M&E system during project proposal development, in line with ACF nutrition security policyIn close collaboration with Technical Advisor, and based on their inputs, develop consistent guidelines, methodologies and questionnaires for the evaluation of the programs. Tools have to be in line with LFA of each project and remain simple. Develop questionnaire to assess quality of intervention in line with ACF standards and donors standardsSupport Technical Advisor & Program Managers in implementing methodologies and questionnaires for the regular and continuous follow-up of the program activities and capitalizationInclude donors’ guidelines in the M&E system

 Mission 2 : Support the implementation of M&E activities

The  M&E officer  is responsible for :

Work in close collaboration with Grant and Reporting OfficerEnsure M&E plan is followed by the field bases in line with programs indicatorsSupport surveys while neededSupport PM and TA in the analysis of the surveys if neededSupport PM and TA in ensuring that programs are adjusted based on recommendations of M&E after DCD approvalMonitoring the implementation of recommendationsMaking the TA, HOD  and their teams aware of what is at stake and know M&E procedures

 Mission 3 : Contribute to ACF expertise on M&E

The M&E officer is responsible for :

Recording methodologies experience and lessons learned and transmit to HQ, program department and basesDemonstrated skills in data management and developing tools and systems for monitoring and evaluation servicesExperience with SPSS orSMART, Sphinx etc.Excellent written and oral presentation skills (in English and Amharic languages).Strong analytical skills including design,  collecting and analysis of both quantitative and qualitative data. Ability to work independently and as part of a teamProficiency in common computer packages – i.e. Word, Excel, Power point, and other softwares etc.

MA/MSC /BSC/BA in social sciences, development planning, evaluation, survey implementation, statistical research or project management, Statistics /M & E, Nutrition, Water Sanitation and Hygiene or related field of study from a recognized university or college with the relevant work experience of 4/6 years respectively. Monitoring and evaluation of projects in humanitarian settings is mandatory.
