Clinical Quality Assurance and Training Manager Job at Marie Stopes International Ethiopia - 2015

Overall Responsibility

MSIE is implementing activities to increase access to high quality comprehensive FP information, counselling and services, with a focus on voluntary PMs in order to increase client choice. The Clinical Quality Assurance and Training Manager Unit is expected to contribute to the clinical quality and service provision of voluntary high quality permanent methods (PMs) as part of a comprehensive approach to family planning (FP).


Primary responsibilities include:


Overseeing overall technical excellence of service delivery, clinical quality assurance, monitoring, and quality improvement measures for service delivery activities.Developing systems to monitor adherence to US Government family planning Legislative and Policy compliance including the principles of voluntarism and informed choice.Overseeing all training including coordinating training of Master Trainers, developing or adapting training materials, implementing clinical and non-clinical training programs for all participating service providers.Ensuring all quality technical assistance audit recommendations are implemented effectively and in a timely manner.Timely investigation and reporting of Clinical incidents.Ensuring quality and client care are maintained in all service delivery activities

Specific Responsibilities

I.          Strategy and Planning


Ensure the successful strategic development and national expansion in line with the values of the MSIE’s Partnership strategy and the goals of sustainability and leading the permanent Family planning programmes in accordance with country’s national family planning GuidelineContribute towards MSI Ethiopia’s strategy and future programme direction, with   particular focus on driving MSI Ethiopia towards programme sustainability and increasing access to permanent family planning as part of a comprehensive family planning method mix.Lead development of technically sound models to permanent family planning services as part of a comprehensive family planning method mix.Assist in the development of innovative project ideas and providing input into project proposals to attract donor funds.Contribute to the development of annual work plans and budget for the department.

II.        Training


Ensure a high standard of capacity building among health professionals to provide family planning counselling and deliver permanent family planning services as part of a comprehensive family planning method mix.Lead the efforts to assess and build the capacity of health providers to deliver and sustain the provision of quality, family planning services. Provide technical guidance and develop training curricula and materials for capacity building interventions for health service providers. Provide theoretical and practical training on permanent methods of family planning for health care providersProvide training to health care providers on family planning counsellingCoordinate training of trainers and providers in the area of permanent family planning and counselling Supervise and assess the quality of family planning counselling and permanent family planning training and make recommendation for improvement.Produce timely training reports and support the establishment of a training database at facility and support office levelConduct post training follow-up, coaching and continuous supportive supervision

III.       Teamwork


Work in close collaboration with other managers, teams and advisers to ensure quality family planning services.Provide technical advice and support to the MSIE Centres, public facilities and partner organizations on quality assurance, health services related training, family planning and other programme activities.Collaborate with all the stakeholders at the national and decentralized level- the FMOH, RHBs, development partners, local traditional authorities, local schools and community groups. Create strong relationships with key partners for family planning.Contribute to MSIE proposal development Disseminate documents relevant to family planning services through MSIE’s internal communication channels.

IV.       Quality control:


Ensure high quality counselling and permanent family planning services are provided at all service delivery channels – MSIE centres, mobile units, public facilities and other service delivery channels to complement existing available family planning services.Establish quality control standards in line with the country and MSI standards.Oversee the overall quality of permanent family planning service provision and ensuring those services provided meet MSI and internationally-recognized standards.Regularly review client satisfaction through client feedback to improve client services at all permanent family planning service delivery channels.Conduct regular clinical quality audits and continuous supportive supervision to service delivery channels providing permanent family planning services Implement and follow recommendations from external quality technical assessmentsTimely notify and investigate clinical incidents and share recommendations and lessons learnt

V.        Technical support:


Provide technical advice and/ support as and when needed by the clinical team and other staff.Provide leadership in the development or adaptation of service delivery models / systems which allow for expansion of service provision while promoting technical quality of care.

VI.       Sharing and learning


Document and disseminate MSI best clinical and programme practices to promote quality and learning.Ensure appropriate oversight, monitoring, and evaluation of family planning activities.Prepare /write monthly/quarterly/annual comprehensive and high quality activity reportsPrepare technical papers, materials and presentations and represent MSI Ethiopia at international and national professional meetings and contribute for relevant professional publication.Contribute to post content on MSIE’s website and corporate publications



Skills and Experience: Person  Specifications


 


1) Required Qualifications:


 Medical Doctor or BSc in Public health/Health Officer from recognized university /college plus Masters in Public Health or Reproductive Health.

1)      Required Qualifications


 At least 6 years hands on experience in delivering quality permanent family planning services specifically in designing, providing or overseeing permanent family planning services.Experience of advising and mentoring multifaceted  reproductive health servicesExperience in providing and/or managing permanent family planning trainings with proven clinical training skills in permanent family planning.Experience in family planning services quality assurance at national level

3) Required Qualifications


 


Skills, attitudes and attributes:Understanding of the issues surrounding provision of Family planning servicesGood knowledge of permanent family planning related trainings, quality assurance and referral systems Good interpersonal/communication skills – both oral and writtenAdvanced analytical and organizational skillsInspirational and persuasiveCollaborative approach to team workingStrong personal commitment to the goals of MSIE and to put it into practiceKnowledge of common software (MS Office)
