I.                    General Information


·         Position:  Livelihood and DRR Specialist


·         Salary: USD 839 (negotiable based on past pay history and other relevant factors)


·         Place of Work:  South Gondar (Debre Tabor) with frequent field travel to project sites


·         Number of vacant posts: 1 (One)


·         Term of employment: Regular


·         Duty starting date: Immediately  


 


II.                  Job Function:  
        
The purpose of Livelihoods and DRR Specialist (LDRRS) is to coordinate the planning and implementation of livelihoods promotion and disaster risk reduction activities in the assigned operation area to address the needs and priorities of chronically food insecure households. S/he actively participates and provides capacity building and technical assistance related to Livelihood and DRR initiatives to FSF and its complementary project staff, local partners and key stakeholders. The incumbent is also responsible to extract, document and share good practices within the FSF and other complementary projects, CARE, stakeholders and partners forum. Furthermore, the position holder will assist in the programme design and implementation of other components of the project and program office preparedness measure for potential disaster risks.


 


III.                Responsibilities and Tasks 
 


§  Coordinates and actively participates in the design and implementation of concept notes and/or proposals related to livelihoods and DRR initiatives in the project operation areas;


§  Coordinates the development of detailed implementation plans (DIP) for the key livelihood diversification and risk reduction measures;


§  Coordinate/lead the development of livelihood and DRR component of the project with due consideration of the CARE programming approach and local context; 


§  Monitors progress and provides ongoing feedback and recommendations to the field office and project management;


§  Actively participates in the capacity needs assessment and development of strategies related to livelihoods diversification and DRR,


§  Coordinates and executes the implementation of capacity building initiatives on livelihood and DRR areas;


§  Facilitates and organizes local level training on the promotion of livelihood diversification and DRR areas;


§  Regularly maintains project information on livelihood and DRR activities using appropriate database management system and make accessible to the staff and other stakeholders at CO level;


§  Produces periodic monitoring and evaluation reports and maintain up to date M&E data and any livelihood and DRR related information for the operation areas;  


§  Track the effectiveness of livelihood and DRR interventions and training and capacity building efforts;


§  Identifies/extracts good practices and learning related to livelihoods diversification and DRR interventions for further program quality improvement and learning;


§  Collect, document and share lessons/results of the implementation of livelihood and DRR component; and maintains up to date information about the livelihood and DRR situation of the operational areas;


§  Keeps up to date with developments in the sector, including best/good practice examples within the country and internationally, and ensures ongoing personal development and learning;


§  Identifies key local stakeholder and coordinate the implementation of specific action plan for effective implementation of livelihood and DRR complement; 


§  Coordinates the establishment of various local partnership forums to facilitate learning and scaling up of good practices livelihood and DRR areas;


§  Coach facilitators for empowerment staff to build their technical and functional capacity in livelihood & DRR and climate change initiatives;




IV.                Qualification (Know How)


A.      EDUCATION/TRAINING


                 Required:


 §  BA/BSc Degree in Rural Development, Disaster Risk Management, Development Studies, Agriculture, Business, Economics, Social Sciences or related field of study


                 Desired:


 §  MBA/MSc Degree in Rural Development, Disaster Risk Management, Development Studies, Agriculture, Business, Economics or related fields


 B)       EXPERIENCE:


                 Required:


 §  5 years of work experience in holistic livelihoods security framework in rural areas, disaster risk management, rural development, food security programmes.            


              Desired:


§  Experience in Food security programme and NGO experience and familiarity with needs assessments, baseline surveys, field program implementation.


 C)       COMPETENCIES
