Monitoring, Evaluation & Communication Officer Job at Population Health and Environment – Ethiopia Consortium (PHE EC) - 2015


REPORTS TO: Executive Director 


DUTY STATION: Addis Ababa


JOB SUMMARY


The Monitoring, Evaluation & Communication Officer under the supervision of the Executive Director will be responsible for guiding the overall M&E and Communication strategy and implementation of related activities within the project and via partners, plus providing timely and relevant information to project stakeholders. 


Responsibilities and tasks (undertaken with others involved in M&E design and implementation)


Setting up the system


• Based on the new strategic plan of the consortium establish and strengthen M&E system  and communication strategy and plan of the consortium 


• Identify and develop manuals, tools, guideline in relation to M and E and communication


• Help in revising the project log frame matrix, particularly in the areas of the objective hierarchy, indicators and monitoring mechanisms


• Develop the Annual Work Plan and Budget (AWPB), the overall framework for project M&E , for example, annual project reviews, participatory impact assessments, process & operations monitoring and lessons-learned workshops.


• Guide the process for identifying and designing the key indicators for each component, to record and report physical progress against the AWPB. 


• With stakeholders, set out the framework and procedures for the evaluation of project activities.


• With the implementing partners, review their existing approaches and management information systems and agree on any required changes, support and resources.


• Develop a plan for project-related capacity-building on M&E and for any computer-based support that may be required. 


• Organize and undertake training with stakeholders, including primary stakeholders, in M&E skills, including participatory aspects. 


Implementation of M&E


• Based on the AWPB and in particular the programme budgets, design the framework for the physical and process monitoring of project activities.


• Review monitoring reports; analyze them for impact evaluation and to identify the causes of potential bottlenecks in project implementation.


• Collaborate with staff and implementing partners on qualitative monitoring to provide relevant information for ongoing evaluation of project activities, effects and impacts.


• Ensure that, in general, project monitoring arrangements comply with the project loan agreement 


• Inform and join external supervision and evaluation missions  of funding and other agencies by screening and analyzing monitoring reports 


• Share regularly the outputs of M&E findings with project staff, partners and primary stakeholders. 


• Check that monitoring data are discussed in the appropriate forum in terms of implications for future action. 


Responsibilities and tasks under communication


• To develop and implement internal and external communication strategies and plans for specific activity to provide effective communication of relevant information to staff, members and stakeholders to meet specified communications objectives.


• Develop and print success stories and PHE best practices of project implementation.


• Develop and editing various  publications such as newsletters, releases, broachers, proceedings, annual newsletter, case studies, speeches, articles and annual reports, the Annual General Assembly Meetings including  email announcements (both print and online) 


• Maintaining and updating information’s (project information, members information’s and others) on the organization’s website and engaging with users on social media sites such as Twitter, Face book, linked in, YouTube and others


• To help build a culture where two-way internal communication is seen as fundamental and integral to the success of the organization and its staff, and where communication is seen as the business of every staff 


• Organizing events including press conferences, exhibitions, and experience sharing visit


• To continually evaluate the success of both internal and external communications, working with a broad range of stakeholders.


• Carry out other PHE EC assignments as may be required and as directed by the Executive Director.




EDUCATION & EXPERIENCE 


• Masters in Monitoring & Evaluation, Statistics, Social Science & Computer Science or others related fields with more than 3 years relevant work experience in Monitoring, Evaluation & Communication. 


• Experience in NGO environment is desirable.


• Excellent communication and interpersonal skills to work in a multi-disciplinary team setup; and Comfortable with a team approach to programming and the ability to manage several major activities simultaneously


• Ability to work proactively, organize and manage own work and assist others to do the same
