M&E Advisor Job at Program for Appropriate Technologies in Health (PATH) - 2015

We seek to recruit a Monitoring and Evaluation (M&E) Advisor for a three year project titled ‘Optimizing the Health Extension Program implementation by increasing utilization of iCCM/CBNC services (OHEP)’. The Monitoring and Evaluation Advisor will serve as a member of the senior project team, providing technical support to staff and partners. The M&E Advisor reports to the project director. The M&E Advisor will have executive authority to provide strategic direction, technical leadership and performance accountability to the OHEP project team. S/he will oversee the design, development and implementation of the M&E strategy for the project, offer technical assistance and help build capacity of the project stakeholders. S/he will lead the M&E and implementation teams to carry out monitoring in a timely manner, ensuring accurate data collection, analysis, reporting of project activities and outputs and use of data for decision-making. With input from the project team, s/he will identify and oversee focused data analysis and special studies that support project management. S/he will ensure assessments are carried out meeting quality and technical standards and that findings are appropriately shared with respective stakeholders.


The Monitoring and Evaluation advisor’s key responsibilities will include:


Manage the development and implementation of the project monitoring and evaluation plan: and M&E framework, identify high quality performance indicators, develop appropriate data collection methods, determine appropriate data management and reporting methodsEstablish effective data collection, compilation and reporting mechanismsUse project performance monitoring database to capture resultsCollaborate with project staffs to develop M&E workplans, and technical support to the project implementation site.Supervise data collection activitiesCompile and analyze project monitoring data to support management of the initiative.Prepare data synthesis for quarterly and annual reporting.Assist project staff to analyze and disseminate information on intervention through written reports and presentations.Provide coordination and support to the external evaluation team for project end line evaluation activities.Identify best practices in the program activities and share with government, stakeholders and donors.Develop and provide technical guidance on conducting evaluationsConduct desk reviews and assessments to support research and M&E related workConduct data quality assessments using generally accepted quality standardsOversee M&E activities for the projectWrite reportsOther tasks, as necessary



Required skills


Experience in research and monitoring and evaluation of public health programs and researchUnderstand and be proficient in a range of qualitative and quantitative performance analytic methodsStrong critical analysis and report writing skills required.Ability and willingness to undertake substantial travel in country. 

Experience and Qualifications


Master’s degree in M&E, epidemiology, statistics, or related field5 years work experience in Monitoring & EvaluationAdvanced level experience with statistical software (e.g. SPSS, Stata, Epinfo)  and MS Office SuiteProven ability to collaborate and work effectively with senior staff, colleagues, donors, partner organizations, stakeholders, local institutions and others at all levels.
