VIII. Job function
:
The nutrition officer at CARE SNNPR directly reports to the acting field office Program and Operations Manager (POM) or Project Manager (PM) with dotted line supervision from CCU nutrition advisor. S/he will lead the design, planning and implementation of nutrition interventions under the GRADproject, including activities that fall under the collaboration with the ENGINE project, and nutrition activities implied on CARE’s agreement with the International Potato Center (CIP). S/he will be responsible to provide technical support on projectplanning as per the DIP. Adheres to Memorandum of Understanding (MOU) for GRAD-ENGINE collaboration and builds the capacity of frontline staff implementing nutrition work for GRAD and associated activities. In consultation with the immediate supervisors and close collaboration with the gender officer, the position holder will lead monitoring, evaluation and periodic reporting of assigned elements of GRAD’s nutrition component in line with CARE Ethiopia’s vision, goals, and program principles, standards, approaches and long range strategic plan. Special focus will be promotion and technical support for implementation of nutrition gardening and homestead poultry production for household consumption and income generation.
IX. Job Responsibilities
§ Will jointly develop annual work plan (DIP) and allocate budget to ensure effective implementation of GRAD action plans;
§ Supports targeted households on homestead production of nutrient-dense vegetables and fruits including their promotion at Farmer Training Centers (FTCs) and GRAD Model Farmers in collaboration with ENGINE and Better Potato for Better Life (BPBL is a project led by CIP) staffs;
§ Ensures accessof vegetable seeds, fruit seedlings, poultry and hand tools by project target households using appropriate and sustainable approaches;
§ Ensures provision of poultry package that complies with local government guidelines and meets the minimum nutritional requirement of the targets;
§ Follows up and assist training of Facilitators for Empowerment (FfE) and target HHs from VESA groups on poultry feeding and nutrition;
§ Collaborates with nutrition intern, gender officer, Woreda Team Leaders (WTL) and others to provide appropriate technical support for demonstration of agronomic practices for VESA groups;
§ Assures GRAD HHs (with pregnant and lactating women and children under two) are linked to existing government mother support groups (CHD, CBN, etc.);
§ Promotes nutrition aspects of BPBL potato and sweet potato value chain;
§ Ensures GRAD’s IGAs are extended to women that substantially contribute to improved nutrition;
§ Supports active participation of particularly targeted women and other vulnerable groups in the effort to improving household food and nutrition security.
· Identifies technical staffing needs for nutrition at field office and kebele level, develops TOR and JD if needed;
· Supports recruitment and ensures proper induction of new FfE and other staffs;
· Identification of training needs and capacity building with assurance to adherence to guidelines and MOUs;
· Assist project staffs including; FfE, animators and volunteers to develop nutrition education to improve dietary practices, transform traditional attitudes to bring about behavioral change and contribute to improved nutrition and household income;
· With close technical support from CCU nutrition advisor, trains FfE, volunteers and animators on essential nutrition actions (ENA) and IYCF;
· Networks with DAs, government health extension workers and local leaders to promote compost preparation for sustainable soil health, water management and keyhole/perma-gardening;
· Train health care providers, DAs and model women, VESA leaders on the use and post-harvest storage of high nutrient foods (e.g. vegetable and fruits);
· Ensure education/discussions on ENA and IYCF are conducted during VESA group meetings and gender dimension of nutrition is advocated;
· Provide nutrition-sensitive agriculture training that incorporates composting for homestead agriculture, soil health, water management, keyhole/perma-gardening and postharvest handling (storage and processing) to the Development Agents (DAs), extension workers, GRAD FfE and volunteers that support the VESA groups.
§ Seeks technical support from CCU nutrition advisor and assists in establishing baseline for ENGINE-GRAD and BPBL nutrition interventions;
§ Closely collaborate with GRAD’s LDM officer to collect periodic data for tracking progressive changes both in behavior and practice;
§ Works closely with WTLs FfE and all other concerned in adoption of Participatory Performance Tracking (PPT);
§ Prepare quarterly, high quality progress reports of performance of nutrition activities of ENGINE and BPBLand timely submit to GRAD’s LDM officer for compilation;
§ Participate in program monitoring and evaluation events conducted by regional/woreda government partners or initiated by GRAD;
· Leads nutritional assessments (if any); ensuring assessment findings are properly documented.
§ Establishes and maintain formal and informal communication mechanisms with ENGINE and BPBL partner staffs;
§ Keeps up-to-date with developments in the program, including best practice examples ensure ongoing personal development and learning;
§ Identifies and document CIP and ENGINE’s GRAD best lessons;
§ Establishes network internally with GRAD’s key thematic areas to such as in value chain activities to influence on how they contribute to improvement of nutritional value of foods across the chain;
· Work with frontline staffs to encourage complementary food cooking demonstration and learning events.
§ Handle any cross-functional tasks that add value to BPBL and ENGINE collaboration in consultation with immediate supervisor; perform other duties as assigned.
X. QUALIFICATIONS (KNOW HOW)
A) EDUCATION/TRAINING
Required:
BSc degree in nutrition, agriculture, food science, rural livelihoods or related.
Desired:
§ MSc degree.
B) EXPERIENCE:
Required:
§ 3-4 years of experience working on nutrition, agriculture, food security and livelihoods.
Desired:
§ Experience in development oriented NGO with nutrition sensitive agriculture or food security;
§ Experience with gardening primarily for nutrition and income generation;
§ Previous work experience in USAID funded programs.
C) TECHNICAL SKILLS
Required:
§ Proficiency in verbal and written English and Amharic;
§ Concept paper development, report writing, operational planning, monitoring and evaluation;
§ Proficiency in standard office software packages;
§ Excellent communication and interpersonal skills;
§ Demonstrated technical ability, sound judgment, ability to interact and work effectively with others;
§ Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, transparent and participation;
§ In-depth understanding and appreciation of the role of women in agriculture, nutrition and household income generation.
Desired:
§ Skills in organizing and delivering training. Expertise in one or more of the following program areas: nutrition, agriculture, food security, with gender & rights based approach focus.
