The Horn of Africa (HoA) programme is the Norwegian Refugee Council's (NRC's) largest mission globally. Operations began in Somaliland in 2004, expanded to Puntland in 2006, South Central and Dadaab in 2007. Since 2011, NRC has expanded to established presence in Kakuma refugee camp (Kenya) as well as Ethiopia and Yemen. Prioritized activities focus on shelter and infrastructure construction; water, hygiene and sanitation; emergency education including youth education; protection; food security and distribution. Programs target both emergency responses to acute crises as well as the capacity to address recurring protection needs of displaced populations through durable solutions. Since 2004, NRC has demonstrated a regional competence and expertise in working with displaced populations. NRC has concentrated its main focus on Somalis who are displaced by conflict recurrent drought in Somalia. The Regional Office is based in Kenya (Nairobi) with operations in Somalia (Puntland, Somaliland and Mogadishu), Kenya (Dadaab, Kakuma and Molo), Ethiopia (Dolo Ado, Shire and Assosa) and Yemen.
The main objective of the Shelter Project Manager (Shelter PM) is to develop a shelter strategy for refugees in Dolo Ado and coordinate with the Administration for Refugee and Returnee Affair (ARRA), UNHCR and other shelter actors. The Shelter PM reports to the Area Manager, Dolo Ado.
Job description
Project development:
Promote community mobilization with refugee and host communities.Undertake creative approach in shelter design, site planning and refugee camps layout for firebreaks in collaboration with ARRA and UNHCR. Ensure that program assessments are carried out for effective planning and implementation of the shelter project in the refugee camps.Guarantee the initiation and continuation of shelter activities and initiate complementary ones for expansion of the project in Dolo Ado.Monitor, evaluate and suggest changes and improvements in the project design and shelter materials based on observations and discussions with the relevant staff and other actors.Contribute to the development of NRC's Country strategy, action plan and activities plan and priorities in the sector of shelter.Project management:
Develop narratives and budgets for proposals.Manage and monitor program finance and budgets, ensuring that all project activities are in accordance with budget lines.Prepare reports to donors.Prepare and/or collaborate in preparation of reports as required internally by NRC.Quality control of all Shelter activities - travel regularly to all the NRC construction sites ensuring that all constructions are in accordance with norms and standards.Personnel management:
Management of NRC Shelter staff, providing on the job training as required to increase the capacity of the team, local partners and refugees.Recruitment of national Shelter staff.Project coordination:
Ensure cooperation with other NRC programs in the region, ARRA, UNHCR, local authorities and other NGOs working in the refugee camps.Liaison and coordination with ARRA and UNHCR on the project follow-up and monitoring.Communicate with and obtain necessary agreements and understanding from local authorities.Personal qualities
