Under the general guidance of the Chief, Sectoral Section, you will be responsible for the development, planning, implementation, monitoring and evaluation of a component of the sectoral programme.
Key Expected Results
1. You will work with federal and regional DPPA, Food Security/DPP Bureau, MoH and MoWR to identify and select relevant and timely data and information on early warning and nutrition indicators. This will entail: (i) the preparation of early warning proposals, (ii) work closely with DPPA, MoH, MoWR at regional and federal levels to tailor the Early Warning and Nutrition Information Systems (EW/NISs) to meet the needs of Early Warning and Nutrition Working Groups (EW/NWGs) and Sectoral (Health and Water and Environmental Sanitation) Task Forces at federal and regional levels; (iii) assisting the development of plans of actions and continuous assessment and analysis towards ongoing refinement and strengthening of EW/NISs; (iv) continuous consultations and review with UNICEF Programme Sections, linked to both Nutrition & Food Security Section office-wide disaster preparedness and response strategies.
2. You will work as the key technical expert on providing technical assistance to DPPA, MoH and MoWR in the improvement of multi-sectoral early warning data analysis. This will involve assisting DPPA in the monitoring of real data coming from woreda, examining weaknesses and inconsistencies in the data and checking quality, exploring links between different types of data, presenting the data such that it is accessible (e.g. trend analysis over several months or comparing previous years; juxtaposition of two or three indicators) to show trends in relationships to demonstrate the system of analysis. Then take the initiatives to enable DPPA develop this system into guidelines for inter-sectoral data analysis for use at woreda and regional levels, and to prepare another guidelines on interpretation of information.
3. You will reviews and evaluate the technical, institutional and financial feasibility and constraints of early warning and nutrition information system in coordination and collaboration with government and other partners. Design, and implement a Nutrition Database that compiles available nutrition related information, including Early Warning, Enhanced Outreach Strategy (EOS), health and Water and Environment Sanitation (WES) data, including determining an appropriate software platform;
4. You will ensure the preparation of the Situation Analysis related to Nutrition and Food security programs and its periodic update. Prepares sectoral input to the Country Programme Recommendation (CPR) and all related documents, (e.g., Plan of Operations, Project Plans of Action, Country Programme Summary Sheet (CPSS), Programme Summary Sheet (PSS)), for assigned programmes/projects.
5. You will provide support to disaster preparedness/ response and other emergency activities particularly those related to DPPA’s emergency appeal, sectoral offices non-food contingency planning/responses and transition programs. Participate in joint Government/UN special assessments of disaster areas where acute threats to the wellbeing of children and women exist.
Qualifications of Successful Candidate
Advanced university degree in Social Sciences or a related technical field.
Eight years progressively responsible professional work experience at the national and international levels in programme planning, management, monitoring, and evaluation, in a related field.
Fluency in English and another UN language. Knowledge of the local language of the duty station is an asset.
