The Addis Ababa City Mayor’s Office (AACMO) in partnership with the Bloomberg Foundation and the Union North America (UNA) is seeking to recruit dynamic and seasoned professionals for a 5-year Contract employment under the Bloomberg Road Safety Initiative for the city of Addis Ababa on the following position:

ROAD SAFETY INITIATIVE COORDINATOR
To be based in Transport Programs Management Office (TPMO) in liaison with City Government of Addis Ababa Road and Transport Bureau.
 
Sole responsibility will be to coordinate all activities related to the road safety initiative project.
 
KEY RESPONSIBILITIES

• Support in getting access to benchmarking practices and success stories on related programs;


• Provide support on the institutional strengthening (training staff, in generating standards, guidelines, and manuals)


• Work with city agencies and Initiative partners to develop detailed work plans with clear milestones for city’s road safety initiative


• Support in the development of awareness programs, strategies, and plans including trainings, campaigns, pamphlets, TV and radio programs;


• Evaluate of traffic engineering and public transport projects;


• Monitor and support progress toward work plan milestones


• Serve as focal point for city’s interaction with Union North America and relevant initiative partners


• Communicate regularly and report on initiative progress to senior city government officials, Union North America and relevant initiative partners


• Submit written reports monthly on consent from host.


• Troubleshoot barriers to progress and identify opportunities to rapid achievement of success


• Organize meetings of city road safety task force monthly or every other month; compile and share reports on meeting proceedings; manage tasks and accountability process for activities directed by task force


• Serve as liaison between initiative partners (EMBARQ, World Bank GRSF, NACTO) and city government


• Manage reporting and review of monitoring data to task force and other stakeholders


• Report regularly on the initiatives progress to Transport Programs Management Office and other relevant City officials and to UNA and relevant initiative partners


• Submit written reports on implementation status and progress report on a quarterly basis


• Oversee the modeling and analysis of road traffic network using computer programs , to understand and optimize the existing condition and improve safety


• Work with the city to identify and analyze high accident locations; identify mitigation strategies and applicable measures to improve road safety;


• Develop performance measures to track progress and compare before and after conditions.


• Conduct workshops, seminars; present and discuss existing safety problems and possible solutions; assist in the identification and stakeholder engagement;


• Analyze and interpret data gathered from transport studies


• Oversee road safety audits to facilitate understanding of the pedestrian and road traffic safety situation


• Identify effective public outreach and awareness program and its implementation strategies


• Identify gaps in the traffic rules, regulations and enforcement; work with the agency to enhance capacity
