ROAD SAFETY COORDINATOR FOR ROAD POLICING
To be based in Transport Programs Management Office (TPMO) in liaison with Addis Ababa City Police Commission and City Government of Addis Ababa Road and Transport Bureau.
The officer shall report to the TPMO General Manager
KEY RESPONSIBILITIES
Work with the city to define goals and elaborate strategies for road safety in the city
Work with the city to identify the weakness and strength of the existing safety policy and plan
Work with the city to formulate road safety policy document; make sure consultation with all stakeholders is conducted in an open, fair and transparent manner
Work with the city to formulate land use planning practices and policies that will enhance easy access and lessen the risk exposure of road users
Work with the city to formulate parking policies that will minimize the conflict between on-street parking, pedestrian and road users
Work with the city to formulate an implementation program that clearly defines responsibilities and actions of agencies and associated managers and staff.
Work with the city to identify lead department that will have the authority to make decisions, control resources, coordinate efforts and break the barrier between government sectors that include but not limited to road and transport bureau, health, education and traffic police agency.
Coordinate with the city to enhance and implement the road and traffic rules and regulations to reduce unsafe and illegal road user behaviors, particularly:
Speeding;
Drinking and driving and
Using seat belts and child restraints.
In collaboration with Initiative partners, develop detailed work plans with clear milestones and relevant targets for police-related components of the city’s overall road safety initiative
Support the development and delivery of evidence based/data driven enforcement activities.
Monitor and support progress toward work plan milestones
Serve as focal point for city’s interaction with Initiative partner organization providing technical assistance to road police and for data collection and dissemination with consultation with host department.
Communicate regularly with initiative coordinator
Report regularly on initiative progress to city senior road policing officials and to UNA and Initiative partner
Submit written reports monthly
