REILA is the “Responsible and Innovative Land Administration Project”, funded by the Governments of Finland and Ethiopia.  The project runs for five years from July 2011 to June 2016.  The overall aim of the project is to strengthen the land rights of smallholder farmers in Ethiopia, by improving land registration procedures, provide capacity building for land administration professionals, and producing maps of land parcel boundaries.  The project is based in Addis Ababa, Bahir Dar and Assosa, though it also works in Tigray, SNNP and Oromiya Regions.

Overall Role
The NRLAIS PILOT COORDINATOR is responsible for supporting the Rural Land Administration and Use Directorate (LAUD) of the Ministry of Agriculture in the overall coordination and technical oversight of the development of a pilot of a National Rural Land Administration and Information System (NRLAIS). The Coordinator will report to the REILA CTA, but also work closely with Project Manager assigned by LAUD for the successful completion of this important project.
Duties


  • Together with the Project Manager assigned by LAUD, to lead the technical oversight and coordination of the NRLAIS pilot

  • Support the Project Manager assigned by LAUD who is the contact person for the company appointed as NRLAIS system integrator/developer.

  • To support the Project Manager assigned by LAUD in coordinating the work of the NRLAIS/IT support group in LAUD and to be responsible for the monitoring of progress and regular formal reporting to LAUD, the NRLAIS Supervision Committee and the REILA TA team, highlighting any issues and risks.

  • To advise the Ministry and REILA on the technical progress of the NRLAIS pilot and at all times to anticipate problems and be proactive in finding solutions.

  • To monitor the progress of the pilot development and implementation against the contract, to keep both Ministry and REILA informed and to advise on strategies to ensure project success.

  • To assist the Ministry and the responsible regional offices in the preparation of NRLAIS sites and the introduction of the NRLAIS pilot software, putting it into operation, and the post pilot operationalization.

  • To coordinate from the Ministry side, the NRLAIS Knowledge Transfer programme, to advise on appropriate training and knowledge management initiatives and develop and oversee a programme for further skills development of LAUD and regional staff.

  • To assist the Ministry of Agriculture in engaging INSA in all aspects of the project

  • To provide additional expert advice and project management support as may be requested by REILA CTA

  • Educational Background

  • An undergraduate degree in  computer science or field related to geomatics, surveying or land management; preferably Masters Qualification in one of these fields

  • A formal qualification in project management is essential and formal qualification in software development methodology is considered very desirable/advantageous

 
Work experience


  • At least 5 years of experience in project management in an ICT context

  • At least 5 years of professional experience in software development / application programming

  • Acted as project leader in at least one large scale Regional or National ICT project, preferably with public sector client (reference to be requested).

  • Experience in land administration / GIS is desirable and advantageous

 
Personal qualifications


  • Fluent in English, Amharic and desirable is Tigrigna and Oromifa

  • Excellent presentation, report writing and communication skills

  • Ability to present complex technical matters in everyday language and willingness to explain/ respond to non-expert questions and interests.

  • Clear understanding of the client (Ministry, Region) needs.

  • Proactive problem solver

  • Strong Project Management skills, understanding of deadlines and commitment to excellence in personal and work ethic

  • Good team member

  • Understanding of different working cultures, working environment and situations

  • Networking, facilitation and coordination skills
