Objective of the Programme:
DAI is preparing for upcoming Governance Programmes in the Ethiopia. The Programmes will aim at supporting public sector reform and institutional development processes to improve accountability and transparency of national governments.
Scope of Work:
At least 8 years of relevant experience in the areas of research and practice inrevenue policy and reform in the regionComprehensive understanding of the interphase between taxation systems and business enabling environmentsDemonstrated experience of macro economy and public finance, including tax policy research and practice, legislation, macroeconomic modelling and statisticsSound knowledge of organisational reform, including capacity building, human resources, process management and ICT systemsPrevious experience working with institutional stakeholders, including Ministries of Finance and Revenue AuthoritiesGeneral Requirements:
Advanced Degree in a relevant subject areaStrong oral and written English communication skillsExperience in working in fragile and conflict affected states, preferably sub-Saharan AfricaStrong project management skills and ability to work closely with national and international stakeholdersExperience working on bilateral or multilateral donor programmes, including DFID funded programmesAnticipated Project Start Date: January 2015
