Program Manager, Partnership for Aflatoxin Control in Africa, Addis Ababa

Job Description – Program Manager Within the context of the African Union Commission's continent-wide SPS Coordination Mechanism, the Partnership for Aflatoxin Control in Africa (PACA) is seeking a Program Manager to work with the AUC to support the implementation of PACA activities. A broad range of stakeholders in Africa and globally have supported the creation of PACA. Through the leadership of the AUC and with strong guidance from the PACA Steering Committee, which includes representation from key stakeholder interests from across Africa, a comprehensive, Africa-wide approach to aflatoxin control has been established. Recently launched by the AUC and endorsed by the Joint Ministerial Conference of Agriculture and Trade (JMCAT), PACA is supporting a range of initial activities to be implemented under PACA Steering Committee guidance and in partnership with numerous technical and other partner organizations. PACA is seeking an experienced Program Manager to assist in supporting the implementation of PACA activities. These activities include establishing a Secretariat for PACA and supporting a range of initial projects to demonstrate the effectiveness of specific aflatoxin control interventions.

Major Duties and Responsibilities As staff member of the PACA Secretariat based at the AUC, the Program Manager will:

Provide overall program management of the PACA Secretariat.Support the Steering Committee (SC) of PACA, including SC meeting planning and organization, and facilitating ongoing communications with and among SC members;Facilitate the development, management, and operation of the Work Plan for PACA activities aimed at mainstreaming aflatoxin control into the CAADP and SPS mechanism, including resource mobilization and development of potential PACA programs in the areas of communications, advocacy, capacity development, and an African Aflatoxin Network;Assist in facilitating the coordination of aflatoxin control activities across Africa and among the Regional Economic Communities (RECs);Develop and implement a mechanism for information exchange among PACA SC members, PACA members, and other partners working on aflatoxin control or related activities;Coordinate production of periodic reports regarding PACA progress and achievements, including PACA sensitization and public awareness periodicals;Must be willing to undertake extensive travels; and

Perform any other duties based on mutual agreement, or as requested.

Knowledge and Skills

Relevant Master's degree with a minimum of ten years of proven work experience in the SPS domain. Experience in managing collaborative projects among organizations in different countries. Experience working with international, regional and national institutions in Africa. Working knowledge of the Comprehensive Africa Agricultural Development Programme. Knowledge of the AU system will be considered helpful. Experience in resource mobilization, and negotiations with governments and development agencies will be an advantage. Excellent written and spoken English; proficiency in one of the other AUC working languages will be an added advantage. Well-developed interpersonal skills. Cultural sensitivity and ability to work long hours as part of a team is a necessity. Computer literacy and ability to operate in major computer software programs is a necessity.

Duty Station The successful candidate will be based at the Department of Rural Economy and Agriculture of the AUC of the AUC in Addis Ababa, Ethiopia.

Duration and Compensation The agreement shall be for twenty four (24) months depending on availability of funds.
