Pact, Inc. a U.S.-based, nonprofit international development organization is seeking candidates for a HIV/AIDS Technical Advisor who will be based in Addis, Ethiopia. The successful candidate will report to the Chief of Party on a HIV/AIDS prevention program, with particular emphasis on community level interventions with marginalized populations in rural locations.
The candidate should have extensive knowledge of and management experience in aspects of community-based HIV/AIDS programming with a special focus on HIV/AIDS in Ethiopia including health promotion and HIV prevention; community mobilization and networks; rural and marginalized populations. Additionally, the candidate should have in-depth knowledge of and a proven track record of working successfully with USG funded health activities in East Africa/ Ethiopia. The candidate must have USAID and HIV prevention experience.
Job Responsibilities:
Specific Duties and Responsibilities:
• Assist Chief of Party in the development and implementation of program strategies, program reports, and work plans.
• Provide technical expertise on HIV/AIDS prevention and care issues.
• Knowledge of local context regarding local and national institutions and actions involved in HIV/AIDS strategies and programs development.
• Supervise local consultants? activities involved in direct technical assistance
• Organize and conduct technical monitoring visits to local organizations involved in the program.
• Coordinate monitoring and evaluation activities to ensure that data supports the achievement of program objectives.
• Serve as spoken person with local organizations, HIV/AIDS governmental programs and private sector.
• Compile regular program and technical status reports
• Support Chief of Party and Senior Grants and Finance Manager in management of program budget providing accurate, timely financial reporting to Pact and USAID.
• Serve as spokesperson and advocate within and outside of Pact on HIV/AIDS issues.
• Supervise program staff.
Qualifications:
• Demonstrated experience in designing, implementing and monitoring HIV/AIDS program activities.
• Experience working with vulnerable groups and multi-sectoral partners, civil society, private sector, community leaders, and policy makers on issues related to HIV/AIDS.
• Ability to establish and sustain relationships with donors, particularly USAID, and local institutions.
• Ability to identify opportunities, implement and/or facilitate activities, focused on HIV/AIDS.
• Demonstrated organizational, training and facilitation skills; workshop design experience a plus.
• Demonstrated knowledge of monitoring, evaluation and reporting processes.
• Excellent oral communication and writing skills, interpersonal skills, and the ability to work in a team setting.
• Ability to perform and prioritize multiple tasks.
• Availability to travel.
Education and Experience:
• MPH or related advanced degree.
• A minimum of 5 years experience in HIV/AIDS programs implementation.
• Computer literacy in Word, Excel and PowerPoint are required.
• Fluency in English and Amharic required.
