Pact is seeking candidates for the position of Deputy Chief of Party to be based in Addis, Ethiopia. The successful candidate will assist in managing an HIV/AIDS prevention program, with particular emphasis on community level interventions with marginalized populations in rural locations.
The candidate should be qualified to co-manage large and complex USG funded health activities in East Africa/ Ethiopia. The candidate must have USAID and HIV prevention experience.
Job Responsibilities:
The Deputy Chief of Party will be responsible for:
Grants management
• Administering Annual Program Statements (APS) and other grant mechanisms supporting USAID’s HIV/AIDS program: This includes assuming management of the APS process which encompasses soliciting, reviewing, awarding sub-grants and managing new partners; and ensuring proper monitoring, evaluation, and reporting of grantee results. The grant management program will operate under the leadership of a program technical review committee convened by the Chief of Party.
Organizational and technical development and capacity building for grantees
• Developing and implementing an organizational strengthening component that increases grantee capacities to monitor, evaluate, deliver and report on services, and that will support their sustainability.
• Identifying and responding to grantee technical assistance needs.
Coordination and collaboration with
• The Deputy Chief of Party will ensure strong cooperation and collaboration with other USG partners, USAID and other HIV/AIDS partners.
• Coordinate and collaborate with USAID’s Health Team in Ethiopia
Program management and oversight
• Recruitment, supervision, guidance and support of Pact Ethiopia staff.
• Program and financial planning, monitoring, evaluation, and reporting
• Develop and set-up administrative and financial operations to support international and local NGOs and the project.
• Submit timely progress and financial reports to USAID and Pact headquarters.
• Set-up financial and monitoring systems for reporting to Pact headquarters and USAID Mission.
Qualifications:
Knowledge and skills
• In depth knowledge of USAID regulations, systems and procedures for managing complex grants programs with many sites, partners and customers is mandatory.
• Strong program/grants management, financial, audit and computers skills are mandatory, as are strong written and oral communications skills.
• Knowledge of all aspects of community-based HIV/AIDS programming with a special focus on HIV/AIDS in East Africa/ Ethiopia including prevention of HIV transmission; advocacy work; improving access to voluntary counseling and testing; HIV infected individuals (including palliative care) and their affected families; community mobilization in resource-constrained countries.
• Proven skills in building organizational capacity in HIV/AIDS and/or program and grants management.
• Diplomacy and negotiation skills that demonstrate ability to collaborate and coordinate with a range of stakeholders and complex priorities.
• Analytical, financial and management skills as well as understanding of government and community dynamics, preferably in Ethiopia to identify organizations eligible for grants based on pre-determined criteria, and assess their credibility and proposed programs.
• Knowledge of monitoring and evaluation systems.
Mandatory Experience
• MPH/MPA/MBA or masters in relevant field Demonstrated experience as a senior manager (a minimum of seven years) of complex USAID-funded grants programs is required; minimum of three years prior grant management experience in East Africa a plus.
• Five years’ experience in managing HIV/AIDS programs and health related projects; community level programming a plus.
• Demonstrated ability to establish and sustain interpersonal and professional relationships with USAID Mission, international PVOs, and local CBOs.
• Demonstrated experience with organizational development.
