BACKGROUND:


The Agricultural Transformation Agency (ATA) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The Agency does this through problem-solving, implementation support, and capacity building of stakeholders involved in implementation of interventions that address the systemic bottlenecks. The Agency reports to a Transformation Council chaired by the Prime Minister and whose co-chair is the Minister of Agriculture. 


The programmatic focus of the Agency responds to a core set of needs identified by the Ministry of Agriculture and the Transformation Council. Within the Agency, issues are divided into three different groups:  Production and Productivity which includes Inputs and Crop Protection, Livestock, Research and Extension, Mechanization and Rural Finance; Agribusiness and Markets including Market Infrastructure & Services, Commercial Farming, Agro-processing & Market Development, and Cooperatives Development; and Environmentally Sustainable and Inclusive Agricultural Growth including Natural Resource Management, Sustainable Land Management, Gender Equality and Nutrition, Climate Change and Disaster Risk Management, and Planning and MLE. Across the programs, the ATA engages public, private and non-governmental stakeholders to support strategic planning, manage and strengthen implementation capacity and test innovative models.

POSITION SUMMARY:


The Senor Human Resource Officer is responsible for  handling a variety of recruitment and selection processes, including assisting the Recruitment and Selection Manager in tdeveloping job advertisements that can attract candidates, identifying best job posting sites, designing effective assessment tools, reference checking, etc. . and maintaining the  talent database.


ESSENTIAL DUTIES:


 Planning & Execution:


Facilitate and organize periodical short and long term human resource plan execution of ATA staff needs in consultation with the Recruitment and Selection Manager  Maintain the work structure by updating job requirements and job descriptions/term of reference for all positions Schedule screening and selection timeline in consultation with the respective hiring manager and team director as well as candidates

Recruitment and Selection:


 Follow the recruitment and selection procedures for the organization staffing according to the HR plan by establishing and implementing a recruiting, testing, and interviewing program Post vacancies in appropriate media Counsel managers and directors on candidate selectionAssist hiring managers in developing interview questions and maintains interview questions for future use.Ensure use of different recruitment strategies to attract candidates Screen and shortlist potential candidates for position announcedCoordinate and conduct interviews and assessments with hiring manager/director Schedule interviews taking into account time management and team availability Maintain interview tracking database to track all candidates and develop candidate pool for future useExtend verbal offer to, and negotiate with, selected candidatesVerify candidate background by conducting reference checksCoordinate with HR Specialist on the next step of recruitment (preparing contracts and starting dates)Ensure all interviewed candidates are informed of the interview result in timely manner

 Documentation:


 Assist the HR Specialist in maintaining new hire staff administrative records Prepare job offer letters, consultancy agreements and other staff related documentation (i.e. Local Consultant contract, IC Addendum) Ensure the staff provision of personnel forms, confirmation letter, employment contracts, job description, any personnel documentation required at recruitment/termination,

 Other:


Perform other duties as requested by the Recruitment and Selection Manager
