ADDIS-RFP2021/77-REQUEST FOR PROPOSAL FOR THE PROVISION OF CONSULTANCY SERVICES TO DEVELOP A LABOUR INSPECTION CASE MANAGEMENT SYSTEM

1. Description of assignment

The ILO is supporting the development and implementation different interventions to strengthen the Ethiopian labour inspection system one of which is developing a labour Inspection Action Management System.

As a preliminary step the ILO in collaboration with MOLSA and BOLSAs, has conducted an assessment, mapped, validated the procedural workflow of the labour inspectorate, and developed a wire-framed mock-up of the proposed system. The ILO is therefor looking for a local consultant to;

1.Build, deploy, test, and fix the system .
2 (a) Train officials and pilot the system in two BOLSAs
(b) Carry out an acceptance review of the system
(c) Finalise the system and develop a handover package

3.Develop technical guidance for labour inspectors and managers and provide training for a group of 20 labour inspectors at the MOLSA and BOLSA on utilizing the system.

4.Provide maintenance service for a period of six month to fix any issues related to the agreed system development (bug fixes etc. excluding new features).

2. Required Qualifications

The following qualifications and experience of the Contractor are required to successfully conduct the assignment:

• Software development: At least two personal that have certification on software development with demonstrated Software Development experience of at least 5 years; Knowledge of database architecture and design; Ability to code software according to published standards and design guidelines.


• Understanding about the public administration system: Demonstrated knowledge of labour law enforcement in Ethiopia is an advantage;


• Demonstrated experience of the consultant firm or the manger (lead consultant) on designing and implementing similar system for international organization or public sector; and Demonstrated experience in projects management.


• Quality commitment: Strong commitment to quality and a thorough approach to the work; Previous work experience for the ILO or UN agencies is an advantage; Examples of the results of previous projects
