THE VOLUNTEER'S ROLE

Overall placement purpose and specific placement objectives:

The overall purpose of the placement will be to support the establishment of an ELIC in the college and to

focus on developing the skills of Ethiopian colleagues, teachers and students, and encouraging them in

learning and personal development (commitment to learning).

Specific Objectives:

• Provide ELT and English for Specific Purposes (ESP) training for academic and support staff and

students by carrying out learning needs assessments.

The RHM is responsible for facilitation, implementation, delivery and proactive consultation of global human resources strategies and programs for the Africa region.  The RHM serves as a technical resource to the National Offices and is a liaison between ChildFund International headquarters and the Regional and National Offices for all matters related to Human Resources.  The RHM is a member of global Human Resources leadership team, as well as the Africa Regional leadership team.

You will:
* Prepare claims, variation orders and payments.
* Identifies risks and issues, suggests alternatives that lead to the best solution.
* Reviews and manages contractual obligations of the parties and provides continual review to ensure that all terms and conditions are met.
* Assisting the Project Management to achieve contractual compliance on processes and procedures.
* Manage any disputes with Government / Client / Subcontractor / Vendor areas.
* Provide negotiation and contractual guidance to staff.
* Ensure that minutes are recorded of relevant meetings with consultants, client and other relevant parties as required.
* Protects company from unnecessary contract liabilities, damages, penalties, etc.
* Draft letters for claims and EOT, assessing risk, negotiate, and critically review all types of agreements;

You should be/have:
* Degree qualified (ideally QS or equivalent) PQE 10+ years.
* Experienced working with FIDIC form of contract on similar Major Civil projects including Tunnels, Mass placement of concrete, Dams and ideally Hydropower.
* Significant international project experience.

ABOUT THE PARTNER Nekemte College of Teachers Education, a teacher education institute has identified IT as an area of

priority for capacity building in order to improve the quality of education. The college hopes to strengthen

its IT systems and to build the capacity of its staff by working with a volunteer in order to provide quality

educational services. The technical support of the volunteer will enable the college to expand its IT

services, particularly in the areas of network infrastructure and of information communication technologies

(ICT).

THE VOLUNTEER'S ROLE
The volunteer will have a role of IT Trainer and Advisor in the college. The volunteer is expected to

provide IT technical assistance in supporting, maintaining and updating the ICT system. Therefore she/he

should be willing to undertake pre-departure self-research in this area.

SKILLS AND QUALIFICATIONS
Essential qualifications for this volunteer placement: • Degree in Computer Science or related area

• Minimum of two years' experience in ICT training, operation system administration (currently Windows

XP)

• Capable of developing and delivering training in ICT, including Windows XP, MS Office and Internet

• Ability to mentor local staff in the provision of basic computer introductory courses namely: (Computer

Scope:
The Deputy Director Programs plays a central role focusing on overall program quality and driving forward the Ethiopia Country Strategic Plan. The Deputy Director is responsible for assisting the Country Director in the planning and implementation of activities crucial to the success of field programs, including government and donor relations, program design, evaluation and ensuring program quality, management of grants and budgets and supervision of program staff.
Essential functions
* Programming
* Provide overall leadership and management to IRC Ethiopia programs, protecting and enforcing strategic program direction and growth
* Participate in the development of strategic work-plans with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans, financial projections and tools for evaluation
* Review all programs through regular field visits and ensure that program implementation strategies are compatible with overall program goals and objectives as well as ensuring program meetings are held with program coordinators/managers; encouraging a holistic approach and innovative program marketing strategies in a post conflict operating environment
* Review all program donor reports and new project proposals in collaboration with the Grants Department, technical coordinators, operations and finance departments; ensure completeness and timely submission
* Grant Management
* Ensure that program coordinators/managers actively review BVAs each month and take an active role in managing the budgets according to donor and IRC requirements.
* Recommend interventions to correct any deviations that impact budget adherence; where necessary ensure timely and justified grant and /or budget revisions / realignments / (No) Cost Extensions in consultation with the Technical Coordinators;
* Human Resources
* Directly supervise Technical Coordinators and Managers within the following sectors – Program Unit, Health, GBV, CYPD and WASH as well as the Grants Unit.
* Recommend to the CD promotions, disciplinary action and termination of program staff in consultation with direct supervisors.
* Communication, Reporting and Data Collection
* Liaise with counterparts, UN agencies and NGOs; ensure IRC participation in respective sector specific coordination forums and help foster exchanges of program information, best practices and training materials with partners, involved communities and various line Government ministry officials

Requirements
* Professional specifications:
* Eight years of overseas experience (ideally in sub-Saharan Africa), preferably in relief/development work with management and supervisory responsibilities in program, administration at senior management level
* Experience working with and coordinating with US, EU and UN donors, other INGOs, national NGOs and government agencies
* Proven ability at staff management, multi-tasking, time management, and flexibility, particularly in a multi-cultural environment

We seek an exceptional candidate for the post of Data Demand and Information Use (DDIU) Advisor who will provide technical assistance, training, and coaching to strengthen DDIU and monitoring and evaluation systems in the health sector at federal and regional level. S/he will also harmonize and support national program capacity and strengthen processes for the timely collection, management, analysis, and reporting of valid and reliable data that meet government and donor reporting guidelines.

This is a full-time position to be based in Addis Ababa, Ethiopia.

Key Responsibilities:
* Guides and supports research, data collection, training, and capacity development efforts in support of program activities and deliverables.
* Supports development of performance monitoring plans and program reporting.
• Conducts policy analysis and supports development and dissemination of policy models on population, reproductive health, and family planning.
* Works with Futures Group Ethiopia staff and national counterpart at federal and regional levels, and orients work to strengthen capacity of national counterpart.
• Provides analytical and evaluative techniques to identify and resolve issues or challenges.
* Performs tasks with the use of evidence-based tools and resources relevant to population and reproductive health programs.
• Provides subject matter expertise/technical assistance as per project/program requirements.

Qualifications:
• Masters degree or above in public health, health economics, or related discipline.
• Minimum of 7 years working experience in research, policy analysis and formulation, M&E, and capacity development.
* Experience in strengthening the demand for data and facilitating the use of information in the decision-making process at different levels – from the facility and programmatic level up to the national level.
* Demonstrated skills in training and capacity development through technical assistance and coaching/mentoring. This includes strong interpersonal skills and experience in public speaking, curriculum development, and delivering trainings and workshops.
* Ability to develop and work with complex research and analytical tools/models relevant to population and reproductive health programs.
* Ability to work with a team of Ethiopian and US-based staff to meet short deadlines within a demanding portfolio of activities.
• Strong sense of initiative, attention to detail, and ability to effectively and efficiently perform multiple tasks and balance competing priorities.
* Strong writing skills and experience in reporting to international donors, with USAID experience preferred.
* Fluent written and spoken English is required.
* Willingness and ability to travel nationally approximately 25%.
