BACKGROUND:
The Agricultural Transformation Agency (ATA) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The ATA does this through problem-solving, implementation support, and capacity building of stakeholders involved in implementation of interventions that address the systemic bottlenecks. The ATA reports to a Transformation Council chaired by the Prime Minister and whose co-chair is the Minister of Agriculture.
The programmatic focus of the ATA responds to a core set of needs identified by the Ministry of Agriculture and the Transformation Council. Within the ATA, issues are divided into three different verticals; Systems which includes seeds, soil health and fertility management, cooperatives, input/output markets and extension/research; high priority Value Chains including tef, wheat, maize, pulses and oilseeds, and livestock; and Cross Cutting Initiatives that include technology access and adoption, gender mainstreaming, climate adaptation and environmental sustainability, and monitoring and evaluation. Across these programs, the ATA engages public, private and non-governmental stakeholders to support strategic planning, manage and strengthen implementation capacity and test innovative models. The ATA will be financed by the GoE and a range of development partners.
Project Background:
The ATA has provided capacity building support to various cooperatives in the past, alongside its partners, mostly to ensure that these cooperatives have access to institutional demand sinks and better serve their members. Currently maize, sesame and chickpea marketing FCUs are receiving capacity building support either directly through the ATA or its supporting partners. It has emerged that the Cooperative sector needs to have a workable framework of capacity building where existing and future implementation partners can employ and regulatory bodies such as the Federal Cooperatives Agency (FCA) and regional coop promotion agencies can regulate and sustain capacity building efforts in the nation. Thus, the project is conceived and launched with the following goals in mind:
provide immediate direct comprehensive capacity building support to select farmer cooperatives through a competent capacity building partner for 2 years to enable them ‘graduate’ from a compete targeted program; develop a general framework for an effective capacity building that is comprehensive, time-bound and sustainable to be of practical use for governmental and non-governmental agencies with the sector; andsupport regulatory bodies within the sector (FCA and its regional counterparts) to develop a mechanism to track and map, on a continuous basis, the activities of various governmental and non-governmental agencies within the sector.

POSITION SUMMARY:
The Cooperative Capacity Building Project Team Leader will be tasked to coordinate and manage the activities of the Cooperatives Capacity Building Project under Special Projects, Office of the CEO and focus on leading a two-year capacity building project implemented nationwide with the support of the Federal Cooperative Agency.
The position holder will officially report to the Director of Special Projects and Chief of Staff of the ATA.
ESSENTIAL DUTIES:
The major duties of the project team leader include, but are not limited to, the following:
: oversee planned capacity building activities by implementation partner(s) closely supervising general operations and providing guidance as necessary. This will include revising existing milestones and activities when necessary to ensure the goals of the project are met.alignment of different stakeholders to coordinate activities and efforts to maintain the highest quality of service delivery by the capacity builder and strong and integrated work relationships; ensure maximum quality delivery by the capacity builder, set up common platforms at federal and regional level to cascade responsibilities and build accountability and also plan and follow up implementation of stakeholders’ meetings, workshops and training programs on relevant issue.
Problem Solving: in addition to supervising capacity building and coordinating stakeholder’s activities, initiate and lead specific sets of activities towards defining effective capacity building frameworks and management mechanisms with relevant regulatory bodies.
ensure proper and efficient management of project resources (budget), identify additional resource needs to successfully implement the project and prepare project financial reports regularly as required by ATA’s financial management system.document and report project progress and associated risks to ATA’s leadership (program director) regularly (weekly, monthly, and quarterly) and regulatory bodies (FCA, RCPAs) within the cooperative sector.
Monitoring, Learning and Evaluation: lead the monitoring and tracking of project activities as well as assessment of results and outputs in accordance with ATA’s overall MLE framework. Lead in organizing key lessons learned and share with the FCA and regional counterparts for adaption and scale up.
Ad hoc support: provide ad hoc support to the Cooperatives Team and the Federal Cooperatives Agency as required on issues of core organizational development, prioritization of interventions, problem solving, planning as they relate to cooperatives development and capacity building.
